May 19 Commemoration of Atatürk and Youth and Sports Day

THE COMMEMORATION OF ATATÜRK, YOUTH AND SPORTS DAY

19 May, the "Commemoration of Atatürk, Youth and Sports Day" which is this year the 86st anniversary of Mustafa Kemal Atatürk's landing in Anatolia from Istanbul to launch the Turkish War of Independence is celebrated with ceremonies throughout the country every year. On 19 May 1919 Mustafa Kemal, landed at the Black Sea port of Samsun and began his fight for the independence of the country.

WAR OF INDEPENDENCE AND THE EVENTS OF REPUBLIC PERIOD

Evaluating the situation that occurred after the Armistice of Mudros, Mustafa Kemal Pasha was thinking that the salvation was only possible by the Turkish nation fighting ali together and by the establishment of a new state that the nation itself was to have the authority of and this was to be realized with a movement starting in Anatolia. Preparation and the organization of the foundation of the new state started with Mustafa Kemal Pasha landing in Samsun. The progress of the events preparing this may be listed as follows:
As a result of the restlessness created by the struggles between the Rum-Pontus guerrillas and native militia fighting against them and the British pressure to şort it out in favour of the Rums, the government of istanbul appointed Mustafa Kemal Pasha as inspector of the 9th Army in order to bring the public security back.

The reasons why Mustafa Kemal Pasha was appointed or chosen (with another point of view) for a duty with extraordinary authority are, the efforts of his friends in the General Staff, who believed in the same ideal; his opposition towards the Unionists, which let the Ottoman state enter the world war l and the efforts to keep a successful pasha, who is influential on the army as well as the people, away from the centre of government.
By evaluating these developments, Mustafa Kemal Pasha, on the other hand, accepted the duty of the 9th Army Inspection immediately in order to resume his aim to establish a new Turkish state based on "National Sovereignt', which had been his real idea. By leaving istanbul in May 16, 1919, he arrived in Samsun in May 19,1919. The date of May 19, 1919 was the beginning of the Turkish National war of independence. After many years, when the leader of this great struggle, Mustafa Kemal (ATATÜRK) was asked about his birthday, he emphasized the importance of this date very well with these words: "l was born on May 19".

A report that Mustafa Kemal Pasha prepared as soon as he arrived in Samsun on May 22, 1919 in order to resume his duties of being an inspector was composed of some evaluations and warnings concerning the fate of the whole country rather than instructions given by the Army inspector. in his first report, Mustafa Kemal Pasha stated that the disorder in Samsun area was due to the Rums; the Turks would not put up with the foreign mandate or control and the Greeks had no right to occupy Izmir.Mustafa Kemal Pasha thought that it was necessary to transfer his headguarters to a safer place due to the The British occupation in Samsun and the activities of Rum guerrillas and moved towards Havza on May 25, 1919.

The Declaration of Havza (May 28, 1919)

The occupation of Izmir by the Greeks could not move the Ottoman goverment, which could not find any other solution but taking sheiter in the justice of the Allies in order to dismiss the Greek occupation. Mustafa Kemal Pasha, on the other hand, began to organize meetings in Anatolia by the orders he sent from Samsun and then from Havza. Moreover, he published a very important announcement for the military and civil officers with his authority as a military inspector of the 9th Army. According to this announcement:
It is necessary to create nationa! defence units (Units of the Nationalist Forces) immediately in order to stop the occupations. If it is not possible, then the occupations should be protested by organized meetings in various places.
After the declaration of Havza, the formation of the units of Nationalist Forces gained more speed, the protest meetings were organized and national consciousness was awakened. According to Mustafa Kemal Pasha, the initiative and performance should now continue in a nature to ensure the unity and organization of the nation rather than being personal. For this reason, Amasya Circular was published on June 21-22, 1919.

The Amasya Circular (June 21-22, 1919)

Having left Havza on June 12 and having learned about the decisions of the local congresses arranged by the separately organized national societies (Kars, Trabzon and Erzurum Congresses of June 19-21, 1919), Mustafa Kemal Pasha thought that it was necessary to ünite ali of these national societies and to take a common decision for the salvation of the whole country. He prepared a circular( announcement) to be sent to ali of the commanders of the army corps and divisions, governorships and "Mutasarriflik"(subdivision of province) with the decision of forming a national unity to neutralize the plans of the Allies to divide the Turkish country as a result of the Greek ambitions for land in the western Anatolia, that of Armenians in the eastern Anatolia and Rums in the Black Sea region.
The main points of this Circular, which was the first important step on the way to establish a new Turkish state are as foilows:

1. The unity of the land and the independency of the nation is under danger.
2. The government in Istanbul does not fulfil its responsibilities that it took over. This situation makes it look like our nation vanished.
S.The independency of the nation will önce again be saved by the determination and the decision of the nation.
4. The presence of a national committee that is free from every kind of influence and control is very necessary in order to announce the worid its rights and to keep an eye on the condition and behaviour of the nation.
5. It was decided to organize an urgent meeting in Sivas, the safest place of Anatolia in every aspect.
6. For this reason, every sub-province (sanjak) of ali the cities should send three representatives, whom people thrust, as soon as possible.
7. Considering the fact that any kind of bad situation would be faced, this action should be kept as a national secret and the representatives should travel to the places they have to go by hiding their identity.
8. A general assembly is to meet on July 10, representing the eastern cities. If the delegates of the other cities can reach Sivas until that day, the members of the Erzurum Congress will settle down to join the general meeting in Sivas"
The Amasya Circular was an alarm of national awakening, which was calling the Turkish people for the war of national independence and national sovereignty. It was an announcement to determine the reason why the Turkish people were to follow this cali and the program as well as the target to be applied for salvation. This Circular, from the aspect of its content, was revealing the idea of a true peoples' war, the National struggle. It was stated that the unity of the country was in danger and the nation was accepted as vanished and that in this situation the independency of the nation was only to be saved by the determination and the will power of the nation. However, in order to bring out the will power of the nation, the presence of a "national" committee was necessary. To do this, it was requested that a national assembly was to gather in Sivas, the safest place in Anatolia, as soon as possible and that it should be kept as a national secret. With this announcement, it was aimed to replace the Sultan's will power with another one by the determination and decision of the nation. Even though the Sultan himself was not targeted directly in doing so, the national will power, created and organized under the leadership of Mustafa Kemal Pasha destroyed theocratic and traditional Ottoman will power lasting for centuries. This organization, which started against the occupation of enemies on one side, was also formed against the Sultan and the values that he represented in order to ensure the national sovereignty on the other side. So, "the national independency" and "national sovereignty" began ripening as being a united whole.
The Amasya Circular was sent to ali of the civil and military offices in Anatolia. Apart from this, by sending a letter attached to this circular to some of the predominant personalities in Istanbul, Mustafa Kemal Pasha stated that the great targets could not be reached only by meetings and protests; the salvation was only to be ensured by being based on the power created in the heart of nation; the detrimental propagandas should be stopped and "Istanbul had to relate to Anatolia not dominate it."
Even though the Amasya Circular wanted to be kept as secret, it was not possible. in ali over the country, the members to be sent to the congress in Sivas began to be chosen. These developments in Anatolia got the occupying forces worried. By putting pressure on Istanbul government, the Allies reguested that Mustafa Kemal Pasha was to be brought back. Since the Sultan and its government was not pleased about the progress, a decision was taken on June 22, 1919 for the dismissal of Mustafa Kemal Pasha of his duties and sent this decision to ali of the cities on June 23, 1919. while the istanbul government informed them that Mustafa Kemal Pasha was dismissed and his orders should not be followed, the Ministry of the Military Affairs tried to appoint Kazim Karabekir Pasha to the inspectorship of the 3rd Armies instead of him. However, Karabekir did not accept this. Mustafa Kemal Pasha left Amasya at this time. From now on, the orders of Mustafa Kemal Pasha began to be followed in Anatoiia and Istanbul became ineffective.
The Amasya Circular, the first document starting the War of Independence, became the basic structure of the principle and the essence of the national struggle. it became a document to move the nation, to let them hear the sound of their consciousness and to show them the target of independence. Misakimilli decisions (National Borders), following it, were transformed into the assembly decision .


Pre-Erzurum Congress (July 5,1919)

Since the activities of Mustafa Kemal Pasha in Anatolia for the people to own their future was met by the istanbul government with suspicion, the Pasha was cailed back to Istanbul. The Pasha, who did not conform to these orders, resigned from his duties through a telegraph conversation that ne had with istanbul government and cut ali of his connections with it. From now on, he was going to work, with his expression, "without having any official titles, only by trusting the compassion and self-sacrifice of the nation and by being inspired from its endless source of power".

The Erzurum Congress (July 23-August 7, 1919)

The Erzurum Congress gathered for the first time on July 23, 1919 and the congress chosen Mustafa Kemal Pasha to the chairmanship unanimously. The Erzurum Congress gathered in order to stop the foundation of Armenian and Kurdish states in the eastern Anatolia and to enable unity and togetherness in the region. Even though it was regional, it turned out to be a national congress, since the decisions taken here were related to the unity and independency of the country. The Erzurum Congress ended on August 7, 1919. With its regulations, ali of the national societies in the eastern provinces were organized. its decisions and principles were declared with a published announcement.
In the Erzurum Congress, which 'had started as a regional congress, some decisions related to the whole country were taken as a result of the participation of Mustafa Kemal Pasha. These are as follows:
1. Within the national border, the country is a whole. its parts could not be divided from each other.
2. Against any sort of foreign occupation and interference, the nation will continue the resistance and endurance together in case of the disintegration of the Ottoman state.
3. If the government in Istanbul is not able to have the resistance and assurance of the country and future, a temporary government will be established in order to ensure the objective. This government will be elected by the National Congress.If the Congress didn't gather ,this election would be made by the Representatives' Board.
4. It is the principle to ensure that the National Forces are active and national sovereignty is dominating.
5. The Christian elements could not be given concessions, which could disturb our political sovereignty and social balance.
6. Mandate and protection could not be accepted.
7. The urgent gathering of a national assembly and bringing the government actions under the inspection of the assembly will be worked on.
As it can be seen in this text of decision, for the first time, in Erzurum Congress, the national borders and the foundation of a new government were mentioned. The Capitulations were opposed by the article of "the Christian elements could not be given concessions, which could disturb the political and social balances". By saying that "it is the principle to ensure that the National Forces are active and national sovereignty is dominant" the method for the salvation was determined. According to this: The National Forces will be made more active and no concessions will be made from the national sovereignty. According to that, until the gathering of the assembly, a representatives' board was formed. Moreover, even though in Erzurum Congress, it was stated for the first time that the mandate and protection were nşt to be accepted, however the definite decision about this issue was made in Sivas Congress.

Balikesir and Alaşehir Congresses

Between July 26 and July 30, 1919, a congress, participated by National Resistance Societies in the Aegean region, gathered in Balikesir. Their decisions were listed in 29 clauses. The state of mobilization would last as long as the Greek occupation continued and everybody would be "obliged with the service to the country", according to the provisions of the congress. This provision was an indicator for a great decisiveness and determination for salvation.
One of the other important congresses, gathered in the eastern Anatolia, is Alaşehir Congress, which gathered between August 16 and August 25, 1919. in this congress, it was pointed out that Izmir and its vicinity should be saved from the Greek occupation, the required precautions would be taken and the armed resistance would be increased.
Balikesir and Alaşehir Congresses were local ones and the national societies, which organized this congress, were collected under the structure of Anatolia and Rumelia Resistance for Rights Society, by following the decisions that would be taken later on in Sivas Congress.

Sivas Congress (September 4-14, 1919)

The Sivas Congress was the first national congress, which was formed by the participation of the representatives arrived from every corner of the country, as a requirement of the decisions taken in Amasya Circular. The Sivas Congress is important for being a constitution before the formation of the Grand National Assembly of Turkey (TBMM), its unity was ensured for the first time here (Picture 51). Sivas Congress and before that, the other activities of the national societies in Anatolia disturbed the Government of Istanbul a lot. For this reason, the Palace and the government of Istanbul tried to obstruct the formation of Sivas Congress by force. However, these attempts were useless. Upon these events, the Representatives' Board cut out ali of its relations with the Government of istanbul.

The decisions taken in the Sivas Congress became the cornerstone of the Turkish National Struggle. By ending the arguments of mandate or protection, the parole of "Either independency ör death" was adopted for salvation. By uniting ali of the regional national societies under the name of "Anatolia and Rumelia Resistance for Rights Society", ali of the foundations working for the defence of the country were collected under öne roof. The decisions taken in Erzurum Congress were accepted as they were and extended to the whole country.

After the congress, Mustafa Kemal Pasha decided to break his entire relations with Istanbul government, which was trying to hinder the national movement in Anatolia in every opportunity and even trying to dissolve the Sivas Congress. Mustafa Kemal Pasha published an announcement for this reason and sent it to the governorships. Thus, ali of the administrative units in Anatolia came under the control of the Representatives' Board. The Allies, which did not want the removal of the influence of the Istanbul government on Anatolia acting with their requests, be defused, asked the Sultan to end the Istanbul-Anatolia conflict by a change of cabinet. Thus, the Damat Ferit Pasha cabinet resigned and a new cabinet was formed under the presidency of Ali Riza Pasha instead. The cabinet of Ali Riza Pasha started to communicate with Mustafa Kemal Pasha from October 3, 1919 and finally agreed on having a meeting in Amasya on October 20, 1919.
The President of the Representatives' Board, Mustafa Kemal Pasha, and the representative of Istanbul cabinet, Salih Pasha, met in Amasya on the agreed date and decided on the following principles:

The compatibility was ensured between the cabinet and the national organization.
a. The election of the deputies will be made freely, without interference.
b. Nothing will be done against or in favour of the İstanbul government.
c. Istanbul cabinet in principle approved the decisions of Sivas Congress provided that they are accepted in the Assembly of Deputies .
d. The gathering of the National Assembly in İstanbul which is not safe, is not proper.
The Amasya meeting ended on October 22, 1919 and five protocols were signed during these meetings.
The Istanbul cabinet was recognizing both the presence and the power of the National Movement, in that the Anatolia and Rumelia Defense of the Rights Society, in Anatolia by asking for this meeting. On the other hand, the Allies somehow understood that they could not do whatever pleases them about the fate of the Turkish nation, by using the istanbul cabinet. This reality can be understood better in the report of The British Admiral Robeck. in his report, he wrote "the capture of istanbul and Izmir from the Turks and the division of Anatolia could only be imposed on the Turks by means of using force".
Salih Pasha, who promised Mustafa Kemal Pasha to assist the formation of the Assembly of Deputies in a central location of Anatolia, did not keep his promise by claiming that it was not appropriate to the constitution. However, the elections resumed in the country. in these elections, Mustafa Kemal Pasha was elected as deputy from Erzurum.

The Arrival of Mustafa Kemal Pasha to Ankara (December27,1919)

Mustafa Kemal Pasha, together with the members of the Representatives' Board, carried out some intensive works in order to apply the decisions of Sivas Congress. In a meeting with the commanders under the presidency of Mustafa Kemal Pasha on November 16, many important decisions were taken. According to these decisions, if the formation of a National Assembly in Istanbul became a necessity, in spite of ali its inconveniences, first it would be ensured that the National Movement had right to express its own ideas in the Assembly in Istanbul. How the people would be organized and armed for the defence of the country was determined. The most important subject to attract attention was that in case the results of the peace conference in Paris became negative, even though the Istanbul Cabinet and the Assembly accepted it, ali of the commanders participating in Anatolian movement, would state that they would not accept it by conforming with the peoples' demands.

Mustafa Kemal Pasha, who stayed in Sivas until December 18, 1919 together with the members of the Representatives' Board, set out towards Ankara, which he thought was suitable to be the centre of the National Struggle for the means of its location, transportation and communication. Mustafa Kemal Pasha and the members of the Representatives' Boards were welcomed in Ankara, a small Anatolia town in that time, on December 27, 1919 with a great ceremony. Mustafa Kemal Pasha started his activities to establish a new Turkish state in Ankara in which he wanted to form the Assembly. From now on, Ankara became the centre of the National Struggle.

The Gathering of the Last Ottoman Assembly of the Deputies (January 12, 1920)

Mustafa Kemal Pasha opposed the gathering of the Assembly in Istanbul for the reasons that Istanbul was under the control of the Allies since November 13, 1918; an Assembly here would not take decision in favour of the Turkish Nation or even if they did so, they would not apply them. However, when most of the representatives participated in Sivas Congress definitely agreed that the formation of the Assembly had to be in Istanbul, the Assembly gathered in Istanbul on January 12, 1920. This Assembly announced and accepted the Misakimilli (National Borders) with a written statement as a result of the efforts of the members chosen in Sivas and in line with the decisions taken by Anatolia and Rumelia Defence of the Rights Society.

The Acceptance of Misakimilli (January 28,1920)

Misakimilli decisions taken by the Assembly determined the borders of a national and indivisible Turkish country firstly. With these decisions, the Turks attained their consciousness for independency and asked for their minimum rights as a nation.
Taken by the Assembly and named as Misakimilli, these important decisions are shortly as follows:
"The absolute sovereignty must be given to the places where the Turks are majority (Thus the national borders were determined); a public voting is acceptable for the future of Kars, Ardahan, Artvin and western Thrace (in addition, for the Arabs living in the regions, which had been taken away form the Ottoman territory, the right to determine their own future must be given.); Any kind of Capitulations should be dismissed; The minorities in Turkey will be given rights only as much as that of given to the Turks living abroad (For the first time, it was mentioned that the minorities were not to be given any concessions); in case the safety of Istanbul and the Sea of Marmara was ensured, the Straits would be opened to the world trade."
The text of Misakimilli was written by Mustafa Kemal Pasha and given to the members, who were going to the Assembly in istanbul after the Sivas Congress. This text constituted the essence of his understanding of nationalism and the base of the National Struggle. However, the Misakimilli that had been decided in Istanbul was different from the öne prepared in Sivas. while preparing Misakimilli in Sivas, the decisions about the sovereignty of the country were beingtaken as principle, in the text accepted in the Assembly of Deputies, they were being undervalued due to the influence of the sultanate supporters.

Later on the Grand National Assembly of Turkey (TBMM) adopted the decisions of the text written by Mustafa Kemal Pasha as how they were originally and experienced a big struggle to apply them. While the Allies were trying to impose the Sevres Treaty, the Ankara government put Misakimilli as a counter offer. When Mustafa Kemal Pasha was asked what the Misakimilli was, his answer was " it is the absolute sovereignty."

The Occupation of istanbul (March 16, 1920)

The Allies, which were putting a continuous pressure on the Ottoman government after the Armistice of Mudros, began their activities by seeing that the National Struggle in Anatolia causing them anxiety. First of ali, in order to prepare the grounds for the occupation of Istanbul, they started to arrest the supporters of National Struggle on March 15 and the actual occupation was resumed on March 16, 1920.


The occupation of İstanbul

It ıs possıbie to see the occupation of Istanbul as a reactıon ana sanction as a result of Mustafa Kemal Pasha getting stronger in Anatolia. Right after the occupation, by protesting this act, Mustafa Kemal Pasha declared to the whole world that the occupation was unjust and invalid. Moreover he stated that the Assembly of Deputies, which was busted by the Allied forces, shut by the istanbul government later on and some of whose deputies were arrested, was going to be gathered in Ankara as a new Assembly and ali of the deputies should join the meeting in Ankara as well.
With the announcement that Mustafa Kemal Pasha made on March 19, 1920, he declared that a National Assembly was to be formed in Anatolia. This new Assembly, which was to be formed by the deputies that people reelect and the members of the Assembly of Deputies in Istanbul, who could get to Anatolia, was to take precautions and apply them in order to ensure the establishment of a new state. As a matter of fact, with another announcement on April 22, 1920, Mustafa Kemal Pasha declared to the entire nation as well as the military and civil offices that the Grand National Assembly was to be gathered on April 23 and after this date the authority of representing people was only to be held by this assembly.

The Opening of the Grand National Assembly of Turkey (April 23,1920)

With the announcement of Mustafa Kemal Pasha dated March 19, 1920, the elections were held in the entire country. The preparation of the National Assembly to be gathered in Ankara was completed and the National Assembly was taken up in Ankara on April 23,1920 by the invitation of April 22, 1920. This Assembly of April 23,1920 had also another importance for being composed of the real representatives of the nation.
The election of this Assembly based on the national will power in line with the decisions of Erzurum and Sivas congresses, was completed in a short time. Also some members of the Assembly of Deputies in istanbul joined the National Independence war started in Anatolia. Being formed by national will power and named as "the Grand National Assembly of Turkey, this new Assembly started its activities by accepting the decision of "There is no other power above the Grand National Assembly of Turkey." TBMM, which had great historical responsibilities and duties, has chosen Mustafa Kemal Pasha for the Presidency to begin with.
with the opening of the Grand National Assembly of Turkey (TBMM) in Ankara on April 23, 1920, a new period started in the history of the Turkish nation and the foundation of a new state was laid in that day . The establishment of this state was a successful result that the national forces, with their national will power opposed the occupying states and rebelled against the Istanbul government, which acted submissively. with the opening of TBMM, the sovereignty was passing to the people from the sultanate and the Turkish nation was beginning a total war in order to determine its own fate. Mustafa Kemal Pasha emphasized the importance of the date April 23 with the following statement: "April 23 is the beginning and turning point of the Turkey's nationai history. it expresses the miracle of the Turkish people, who moved against the hostility of the entire world, in order to form the The Grand National Assembly Of Turkey. " A year after April 23, 1920, this date was declared as a national celebration day in memory of this important day with the decision of TBMM. Later on, this day was given to the Turkish and world children, the guarantee of the future, as gift in the name of "National Sovereignty and Children's Day" by Mustafa Kemal.One of the important decisions of TBMM was the acceptance of the Turkish national anthem on March 7, 1921. The famous Turkish Poet Mehmet Akif (Ersoy) has written this anthem, which tells about the Turkish Independence War

If some day you are compelled to defend your independence and your Republic, you must not tarry to weigh the possibilities and circumstances of the situation before taking up your duty. These possibilities and circumstances may turn out to be extremely unfavourable. The enemies conspiring against your independence and your republic, may have behind them a victory unprecedented in the annals of the world. It may be that, by violence and ruse, all the fortresses of your beloved fatherland may be captured, all its shipyards occupied, all its armies dispersed and every part of the country invaded. this day is very important day especcialy for Turkish youth. Turkey known with it's huge young population. i gald with it even i start to think being young in Turkey is honour.
