Report on Kuwait metro, railway referred to cabinet

KUWAIT, Aug 17 (KUNA) -- The Ministry of Communications, Ministry of Communications has referred to the cabinet its report on the construction of an underground metro network and laying railway tracks, said Minister Abdulrahman Al-Ghunaim on Sunday.

In a press statement, he said the higher committee tasked with studying this vital project had approved the feasibility study conducted by Kuwait Transportation Union.

The higher committee, headed by the Communications Ministry, groups representatives of many relevant government bodies.

He noted that this vibrant project fell in line with the directives of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah to transform Kuwait into a financial and commercial center, and reflected the emphasis that the government placed on the project as a mobilizer for commerce and national economy.

Al-Ghunaim noted that the project would serve to reduce traffic congestions, which he said had become a phenomenon.

The report has been referred to the cabinet, which in turn will refer it to the joint services-economic committee, he explained, adding that an authority would have to be established to oversee these projects.

The minister also noted that the private sector would have a leading role to play on this project.

Kuwait finalizing ambitious metro plans
22 May 2008

Tenders for the construction of a 165 km metro network are to be called in July, Dr Hussain Al-Sayegh, Chief Consultant at the Kuwait Overland Transport Union, told the Rail Infrastructure MENA conference in Dubai.

The government will finalise its specification for the proposed four-line metro network in the next month. The lines will be tendered as separate projects under a public-private partnership model, with the winners to be announced within six months. Construction will begin in early 2009, and is anticipated to take five years. Around 65% of the network will be elevated, with the remainder underground.

The total cost is estimated at US$11·3bn, which will be funded through a PPP arrangement in which the state will hold a 24% stake and the contractor 26%. The remaining 50% will be raised through an IPO. 'This approach is part of Kuwait's future strategy of using the innovations of private capital for public projects', said Dr Al-Sayegh.

Annual ridership is estimated at 69·1 million passengers.

The government is also developing plans for a national rail network in the emirate. Five passenger and freight lines are under consideration, with a total length of 505·3 km of double track line electrified at 50 kV AC.

East-west routes would link economic centres within Kuwait, a 42.5 km line would serve the airport, a 30 km line the port, and a 244·8 north-south line would connect the Iraqi and Saudi Arabian borders. This would eventually form part of the proposed 2 000 km Gulf rail network linking Iran and the Arabian peninsular.

Kuwait metro proposals

Line Length, km Stations

Line 1 23·7 19

Line 2 21 27

Line 3 24 15

Line 4 22·7 ---

Later phases would see Line 1 extended by 57·3 km and Line 2 at 16·4 km.

im sick of these government IPOs!! lol they actually turned this to handouts to the citizen and not a free market need for these companies! i mean look at the Kuwait telecom IPO! its like every card has 270 shares thats nothing and this IPO isn't going to be any different.

I hate this 24% share of the government in every single company. i mean come on are we still living in a soviet era sister state ?

Crazy it is a good alternative income for the government, and since 99% of Kuwaities are being payed by the government, you should be happy.

the government's income should be by an excellent taxing system on companies and incomes in Kuwait, by giving them services like an effecient health care system, roads, elder care, defence and security, government projects...

and not by meddling in the financial system and the capitilist system which is one of the pillars of the kuwaiti constitution!

yeah, and thats another thing 99% or lower are working for the government! i mean how big can the government get, thats alot of strain on the annual budget. we should privatize most of the government controlled services.

Ahmedjam, if you want to compare it to the Dubai metro, seems like the one in Kuwait has a better layout for people to switch lines.

Crazy, hopefully by the time they finish the metro the new campus in Shdadya is done and you wont have to go to Keifan (trying to be optimistic here)

I still think the the liberation tower stop and central bus stop on the red line should be one station rather than 2. Just go to the area and see how close the libration tower and the bus station are to each other.

So will they end up digging the first ring road after it's done to lay the foundations for line #1?
