Interesting stuff Grim Reaper.

I don't think public transport concerns would stop this. There are plenty of residential developments a mile or more away from a station. Nearby there are a lot of new flats around Greenland dock equally far from a station.

First thing : that reminds me of a glass version of the Barbican.I don't know if that's a good thing or a bad thing. didn't think this one over just yet.
Now, transportation to this area i hope will be re-thought before the scheme goes ahead. Having been there a few times, it does take a frustrating amount of time considering it's not that far away from central london.
Having said that, this area is in dire need of regeneration - hope something gets built with the local community in mind.

Greenland Dock developments are, compared with Convoys Wharf proposals, very low density. Bus routes either side and commuter boats, running a very reliable srvice, from Greenland Pier.
