規劃署建議紅會覓新地建總部

【明報專訊】2006年遭城規會拒絕重建申請的香港紅十字會,再遞交於龍匯道(中信大廈以東)興建15層(包括兩層地庫)新總部的申請,樓層、總樓面及商業用途面積皆大減,獲多個部門如食物及衛生局等贊成,城規會周五將討論。不過,有關用地可能牴觸「中環新海濱城市設計研究」的藝術及文化區,規劃署建議紅會另覓土地。

位於中信大廈以北的中環新海濱「藝術及文化區」,建議興建3幢13至17層高的政府、機構或社區設施建築物,提供文化藝術設施。規劃署擔心紅會申請作重建的地皮,可能和「文化區」的用途牴觸,未能配合添馬艦發展及海濱設計,遂建議紅會另覓土地,需要延遲兩個月處理其規劃申請。

指牴觸中環新海濱藝術文化區

紅十字會早前向城規會申請在金鐘龍匯道興建15層的新總部,較06年時申請的29層少,樓面亦由20.8萬方呎減至11.6萬方呎,至於可出租的商廈樓面亦由9.38萬減至3.23萬方呎,並取消出租予非牟利機構的樓面。

食物及衛生局指出,新總部可提供約1.3萬方呎作血庫、血液收集中心及病人護理服務,支援港島區醫院的緊急血液需求,故支持其申請。

興利中心重建35層商廈
9月25日

【明報專訊】希慎(0014)銅鑼灣興利中心重建項目,06年時獲批建一幢41層商業大廈,並附設4層地庫,獲批出新的建築圖則,興建1幢35層高商廈,另加4層地庫,樓面維持約71.56萬方呎。

另早前太古(0019)曾向城規會申請拆卸和域大廈、康和大廈及常盛大廈,重建兩幢分別54層(主水平基準以上246.6米)及59層高(主水平基準以上270.25米)商廈,但兩度遭否決。太古剛獲批准於鰂魚涌太古坊,重建1幢37層商廈(另加2層地庫),總樓面55.9萬方呎,根據樓面資料,與城規會曾批准的2B座極接近,該位置現時為和域大廈。本報曾向太古查詢,截稿前未獲回覆。

土瓜灣十幢舊樓「筍價」收購

在市道轉差下,市區重建局昨公布下周將展開土瓜灣浙江街及北帝街,兩項重建項目的物業收購,建議的平均收購呎價分別是五千一百七十三元及五千四百九十二元,涉及一百二十二個物業業主。有測量師指,當局是根據兩個月前、金融海嘯尚未發生時的市況釐定收購呎價,訂價肯定高於市價,「有利於業主……他們應該接受,不要再爭拗了!」

浙江街和北帝街兩項重建項目地盤總面積約為一萬八千三百平方呎,合共涉及十幢逾五十年樓齡的樓宇,物業業主一百二十二個;居住的家庭就有約一百七十五戶,共四百五十名居民。按照市建局 既定的機制,每名受影響的合資格自住物業業主,將可獲發相等於同區七年樓齡、面積相若單位的物業市值作補償。

可享「自置居所津貼」

市建局昨宣布,決為浙江街的合資格自住物業業主,提供每平方呎實用面積五千一百七十三元的收購呎價;北帝街的就更高達每平方呎五千四百九十二元,另可享全數「自置居所津貼」。倘受影響業主在六十天內表示接納,更可獲一筆相等於十一萬一千九百元,或以每平方呎九十八元計算的相關費用津貼(以較高者為準)。

市建局土地、安置及補償委員會主席陳家樂承認,當局是按早兩個月時的市況而釐定收購價,與近期受金融海嘯衝擊的市道比較,兩項目的收購呎價都同有高於市價之嫌。

測量師:業主應面對現實

資深產業測量師彭兆基指出,「兩個月前的市況根本未有現在的惡劣,與現時的(樓價)相比一定存有折讓!」個別樓價分別都見百分之五至十的折讓。他更指,短期內大市亦仍然不理想,「不要奢望市道會升,不跌就已經好好」,因此當局提出的收購呎價,已經非常有利,業主都應面對現實,接受收購建議。

彭兆基又稱,市建局以較高出呎價收購,幅度仍可以接受,「都是想件事做好,不欲節外生枝而已!」然而,他提醒當局,稍後處理到規模更大的觀塘裕民坊收購項目時,必不能掉以輕心。市建局發言人就回應,「在金融海嘯之下,銀行借貸會變得小心,局方會審慎理財。」市建局初步建議在兩個項目內,動用八億六千萬元,發展合共約二百一十個住宅單位和二萬七千六百平方呎的商業用樓面,預計二○一四年完成。

業權分散 葵涌難發展系列式商廈

【明報專訊】新地(0016)旗下葵興商廈項目,命名為九龍貿易中心(KCC),成為區內首幢甲級寫字樓項目。物業首期正作預租,呎租約18元,項目首期可於本季入伙。地產代理預期,物業可成為區內地標,未來數年西九龍及葵荃區,將吸引發展商佔據有利位置,購入工廈地皮重建為商廈,但要打造如觀塘工業區的出現創紀之城的系列商廈,卻不容易。

新地及嘉里(0683)早於90年代,分別於觀塘及九龍灣發展創紀之城及企業廣場的系列式商業項目,單是前者已提供逾250萬方呎甲級樓面,把區內的工業面貌帶來全新的商業區景象。新地表示,希望把創紀之城的成功經驗,複製到同為傳統工業城市的葵涌 區,預料項目首期50萬方呎樓面每年收租逾億元。

高緯環球助理董事黃寶偉表示,很多大機構抗拒進駐傳統工業區,但隨着創紀之城第一期於1998年落成,東九龍的商業定位漸被肯定,由於市場對大樓面商廈需求持續,料西九龍將成為新落成商廈的後起之秀。「KCC每層提供逾2萬方呎的大樓面,配套亦較鄰近的貿易之都及萬泰中心優勝,美中不足的是,欠缺吸引人流的大型商場。」

區內欠大型商場吸人流

近年來,新地郭氏家族積極擴充在西九龍的商廈版圖,其持有的長沙灣道909號商廈,每層樓面約1萬方呎,目前出租率達八成,平均呎租約20元。物業於去年落成,現時已入伙,呎租創長沙灣區新高,蓋過西頓中心、長沙灣廣場及億京廣場等。據悉,利豐 (0494)曾出價10億元洽購該廈,但新地不為所動,擬把物業作長線收租用途。

美聯工商舖高級營業經理黃治豪表示,除KCC外,現時葵涌具相當質素的商廈只有葵芳新都會廣場,第一座由發展商新地持有,第二座為散業權,平均租金逾20元。他認為,KCC交通方便,且為區內罕有甲級商廈,極有可能成為地標。葵涌區工廈大部分已落入散業主手上,所以發展商在尋覓土儲方面,會有一定的困難。

城大七億擴建校舍

【太陽報專訊】城市大學為於二○一二年實施四年本科學制,斥資七億元興建新桝學行政大樓及學生宿舍,新大樓由高座及低座組成,高座約二十一層高,低座毗鄰石硤尾公園,將與公園融為一體。計劃中的桝學行政大樓北接歌和老街及學生宿舍,接通多媒體大樓;東鄰桝職員宿舍德智苑;南接大學主校園及專上學院大樓,接通又一城及九龍塘站。城規會批准大樓高度為一百一十九點五米,低座高度則與石硤尾公園相若。新大樓將為城大校園增加二萬平方米可用面積,其中桝室、演講廳、研究實驗室及溫習空間佔萬二平方米,辦公室佔五千多平方米,文康及支援設施佔二千五百多平方米。新大樓的校園大道兩旁,除配置桝室、研習坊及演講廳外,還穿插提供飲食、小組研習及休憩地方,為來自世界各地的學生、桝職員及公眾人士提供互動空間。

新大樓明年初動工,二○一二年啟用,城大表示,新大樓可為城大及深水霸創造新面貌。城大又計劃擴建歌和老街學生宿舍,增加七百個宿位,明年動工,二○一一年啟用。城大早前諮詢深水霸區議會,副主席譚國僑說,議員都支持城大擴建,認為有其實際需要,但關注到新大樓高度,與附近又一村的樓房不協調,城大則承諾新大樓為梯級式建築,不會出現屏風效應,而且城大亦強調新校園與社區的關係,有些空間會開放給居民使用。

黃竹坑將軍澳 興建私家醫院

為進一步完善各區醫療服務,《施政報告》為天水圍興建公立醫院訂下時間表,預計工程可在二○一一年展開,並於二○一五年落成。政府又會撥出港島黃竹坑、將軍澳、大埔和北大嶼山等的土地,發展私家醫院,以紓緩公營醫院的負擔。有私家醫均認為有關措施為好消息,養和醫院已對黃竹坑發展表示興趣。

為紓緩新界西人口對公營醫療的需求,曾蔭權昨在《施政報告》中落實在天水圍興建公立醫院時間表,預計工程可在二○一一年展開,並於二○一五年完成。關注組織「衝開圍城,踏出新天」大聯盟歡迎曾蔭權終落實有關措施,並促請應馬上展開廣泛諮詢,醫院選址及所提供的服務等,亦要回應該區巿民的實際需求。

天水圍2011年建公院

就近年多間私營醫院均有擴建要求,曾蔭權表示政府正物色合適土地,初步包括黃竹坑、將軍澳、大埔、北大嶼山等地區,撥地予私營醫院,並會邀請機構向政府提交發展醫院意向及建議,政府會確保所徵收的地價,對私營醫院和社會大眾都公平。

養和醫院副院長鄺國熙說:「這是好消息!」他期望政府能撥出現時黃竹坑葛量洪醫院的土地予養和發展,興建一棟有七百五十至一千張病牀的新大樓,並期望與港大醫學院合作,發展高端醫療技術和醫療旅遊。他表示養和早前已將有關計畫書提交當局,但仍要了解政府在撥地時,會否有其他附帶條件。

沙田仁安醫院院長李繼堯亦歡迎有關消息,但卻對在鄰區大埔或將軍澳發展不表興趣,除非政府能提供一個相當吸引的地價,「對私院發展係有支持,但要睇有無合適的地,可能未必係心目中合用的地,好似將軍澳,如果係對住堆填區就死啦!」

另外,理工大學公共政策研究所首席研究員阮博文透露,政府早前委託研究落馬洲河套區發展,其中包括與深圳當局合作發展為醫療樞紐,向內地居民和內地產婦提供醫療服務,初步計畫與中資合作,或引入私營醫院;有關研究結果上月已交給港府,現正等待深圳的研究結果,綜合兩地意見後,會盡快公布有關構思。

港府25項工程超支21億元

發展局局長林鄭月娥表示,政府二十五個已展開的工程,因原材料及其他價格上漲,須額外申請撥款近二十一億元,希望立法會可盡快審批。她又指,今年度的基建較去年增加,政府會加快基建工程創造就業。

在昨日的立法會發展事務委員會政策簡報會上,林鄭月娥就行政長官剛發表的《施政報告》內的相關施政綱領作簡報。

材料漲價 須額外申請撥款

她表示,二十五個已展開的工程項目由於原材料及其他價格上漲,例如今年七月的鋼筋價格較年初急升四成八,第二季的勞工成本也較年初增加一成四,令到多項中小學擴建、天橋及體育館工程,超越核准工程預算,需要申請額外撥款,涉及金額二十億八千餘萬元,她期望立法會能盡快審議。

不過,林鄭月娥補充,在環球金融海嘯衝擊下,燃油與原材料的價格將會下跌,建築成本可望稍為下降,有助基建工程盡快上馬,當局將密切留意情況。她又表示,今年度的工務工程開支預計達到二百三十億元,較預算案增加約十二億元,並相信下個財政年度的工務開支會繼續上升。 本報記者

港燈海怡大樓 加快申建酒店

【明報專訊】港燈(0006)持有的鴨脷洲海怡半島香港電燈公司綜合大樓,04年獲批可建1幢18層高酒店的規劃許可。根據城規會最新文件顯示,港燈已於本年4月加快該酒店項目的發展程序,包括已向地政總署及屋宇署作出相關申請。

港燈已於本年4月向地政總署申請修改地契以興建酒店,現時正交由各政府部門給予意見。另外本年7月港燈已就項目申請建築圖則,並於9月被「發則」(申請不成功),而港燈於9月底再次提交圖則,現正處理中。

港燈該酒店的規劃許可將於本年11月5日屆滿,現向城規會申請延長許可至2012年11月5日,項目共有510個房間,樓面38.2萬方呎。各政府部門並無大意見,另外規劃署指出,該位置的規劃意見(用作電力裝置及酒店)自許可獲批後無實質改變、申請人曾作出落實計劃的工作等等,不反對批准延長許可,預料本周五可獲城規會批准。

港燈指出,該位置與日後落成的港鐵站口相距只有50米,另海洋公園重建等計劃,有利作酒店的市場定位。

另外,華置(0127)為東半山肇輝臺12號,向城規會申請略為放寬高限,打算興建12層高住宅連4層平台及地庫,共提供24伙。

現規劃容許建12層住宅加一層車場,規劃署認為改動不算輕微,不表支持。

另外,港鐵(0066)就天水圍港鐵站旁興建8幢2500伙的項目,剔除一些社署認為不需要的設施,整體樓面不變,規劃署不反對。

香港(道瓊斯)--香港政府數據顯示﹐香港地產開發商已經放緩了新屋建造步伐。

據香港運輸及房屋局(Transport and Housing Bureau)的數據﹐截至9月30日的9個月﹐開發商開始施工項目所涉及的私人住宅數量為5,900個單位﹐較上年同期的8,000個單位下降26%。

"Hong Kong Electric has been approved to construct an 18-story hotel building at the existing Hong Kong Electric building in South Horizon, Ap Lei Chau since 2004 by the Planning Department. So, I just realized there is a expiration date to the approval on this project, unlike the Mega Tower by Hopewell in Wan Chai which doesn't have one.
