Sales slow as buyers await launches

Home sales in Hong Kong's secondary property market slowed last week as the expected launch of new large-scale projects caused buyers to postpone their plans.

Data collated by estate agency Ricacorp Properties from 50 large housing estates shows that secondary transactions dropped 15.24 per cent to 356 from 420 a week earlier.

David Chan Tai-wai, a director at Ricacorp, said that since Le Prestige, a 1,688-unit project in Tseung Kwan O was expected to launch for sale shortly, buyers had adopted a wait-and-see approach in order to examine sales details before deciding to buy in either the primary or secondary market.

Despite the slowing transaction levels, average home prices edged up 0.3 per cent. According to the Centa-City Leading Index, which tracks prices in the secondary market, home prices have now increased 20.5 per cent this year.

In the primary market, about 50 deals were done over the weekend, down 37.5 per cent from the 80 sales recorded a week earlier.

Jadewater in Aberdeen topped the sales chart by securing 15 buyers, followed by New World Development's Emerald Green in Yuen Long, which recorded eight deals. The Icon, a single-block residential project on Conduit Road, sold seven flats.

市建局海壇街重建規模減一成

市區重建局深水埗海壇街重建項目本周五在城規會審議,市建局聽取區議會意見後修訂項目規模,原本計入地盤的北河街一段路面將剔除,令總樓面減少約一成,並加入一百一十至一百二十米(主水平基準以上.下同)的高度限制。 該項目位於海壇街、桂林街、北河街,原本地盤面積約八百方呎,以九倍地積比計算,總樓面七十二萬一千方呎;扣除北河街一段路面後,地盤面積減少至七萬一千三百平方呎,總樓面六十四萬一千方呎。 另一方面,規劃署不反對恒地(012)在九龍灣宏光道八號興建酒店的申請;上址地盤面積二萬一千五百方呎,總樓面最多二十五萬八千方呎,提供五百零四個客房。 遠東發展(035)葵涌青山道六五九號陶比大廈改裝成六百五十間房的酒店,規劃署亦不反對■

Flat prices seen rising 10pc

Prices in Hong Kong's residential property market can rise as much as 10 percent by the end of this year, according to New World Development (0017) executive director Stewart Leung Chi- kin.

``I expect property prices to go up in the long run,'' Leung said. ``I don't see any room for prices to fall now as the market is supported by demand.''

He added: ``Hong Kong's economy hasn't fully recovered yet, but it is stabilizing.''

He said the property market was quiet during the first four months of the year. But activity picked up in May as developers launched new projects and the market response turned out to be good.

Leung also said he has reservations about Hong Kong's land application system which he described as ``not fair'' _ referring to the need for developers to make an initial bid for a site to trigger an auction and to agree to pay a minimum bid.

He said as the process required much preparation, New World will not seek sites in this way.

But it has not ruled out the possibility of increasing its land bank via projects with MTR Corp (0066) or the Urban Renewal Authority.

Leung said the group's New World Department Store (0825) has seen domestic retail sales in the mainland stabilizing since May.

He projected the trend to continue in the second half of the year.

北角邨「地王」 最少三成綠化

【明報專訊】政府因應東區區議會的意見以及社會期望,建議為前北角邨地皮覆蓋訂下最少30%的綠化率,將成為港島大型物業發展地皮中,綠化率最高的地皮。另外,政府維持該地皮毋須興建新的文化表演地。城規會明天將審理政府最新建議,若通過,該地皮的規劃將完成,只待放入勾地表及刊出賣地章程供出售。

政府委任的共建維港委員會,曾希望規劃署與運輸署研究樓面達8.6萬方呎的公共交通總站,能否縮細,根據最新方案,該總站減至7.9萬方呎,另外由於衛生署認為毋須要將區內的診所等,遷移至該地皮,地皮將取消興建衛生中心,不過,社署最新建議興建特殊幼童中心等等,令該地皮整體可建樓面由131.4萬減至128.8萬方呎。

繼觀塘重建及九龍站廣深港高鐵上蓋地皮後,規劃署建議該地皮要有最少三成綠化率(可以位於地面、平台、天台),將成為港島綠化率最高的大型物業發展地皮。城規會明天亦會參考區議會早前主辦的北角邨地皮設計比賽優勝作品。

另外,東半山司徒拔道嶺南學院舊址,規劃署建議地皮最高只可建7層,可發展18萬方呎樓面。

Move to tighten dumping on land

The government is considering tightening laws to control dumping on private land.

Anyone wanting to dump construction material on private land would need official authorisation, said Alain Lam Kwok-lun, acting assistant director of the Environmental Protection Department, at a Legislative Council panel yesterday.

It is presently legal for waste transporters, property developers or managers to deposit construction and demolition material on private land as long as the landowner agrees, even if there is public concern about damage to the environment.

"Because of increasing public concern, we are now studying the feasibility of amending the Waste Disposal Ordinance to introduce an authorisation requirement from the Environmental Protection Department," Mr Lam said.

The department is working on the details and will consult district councils and the Heung Yee Kuk rural body in the middle of the year.

A government source said dumping would not be allowed on a certain proportion of the site area. And before giving approval, departments would look at the impact the filling would have on such areas as drainage, slopes and rivers.

Another amendment would require the dumper to produce the landowner's written permission to enforcement officers. Failure to collect this would be an offence.

The source said: "At present, our officers have no right to require the dumper to produce owners' consent documents. On-site prosecution is difficult as officers have to go back, check whether it is private land and, if so, find out the owner."

Democratic Party lawmaker Lee Wing-tat said the proposed amendments would fill loopholes, especially land-filling on farmland, which is permitted if the filling is no more than 1.2 metres thick.

"If they get paid, some landowners are willing to let construction waste be dumped on their land," Mr Lee said. Other owners were happy to see their abandoned farmland converted into barbecue sites, car parks and storage sites for cargo terminals, he added.

The government said last year that 152 private sites had seen illegal dumping between 2005 and 2008, covering 71 hectares in total. More than 66 per cent of the sites were in Yuen Long and North District.

Costs stop bids for Caritas center

Contract tenders on part of a billion dollar Hospital Authority development to extend the Caritas Medical Centre have been stopped after consulants vastly underestimated its cost.

The Caritas Medical Centre Phase II Development in Sham Shui Po will on April 27 stop accepting tenders for the construction of a lift tower and the demolition of old buildings.

The work is part of a larger project that began in 2007, the cost of which had already been grossly understimated by consultants hired by the authority when it first invited tenders two years ago.

As a result of the fiasco the project, which had been estimated to cost HK$1.22 billion, was broken up into smaller contracts in order to increase competitiveness between bidders.

Undersecretary for Food and Health Gabriel Leung told a Legco Panel on Health Services that bids received by the Authority in 2007 were up to HK$600 million, or 56 percent, more than the original estimate, leading the authority to cancel the tender process.

``Hospital Authority consultants failed to see two things,'' Leung said. ``One was the inflation in materials prices in the construction industry, which has been rising since early 2007, and the other was the tendency for bidders to mark up prices to hedge against risk in long term projects.''

Leung said the cost of the lift tower and demolition contracts, along with decanting works to be done by the Hospital Authority's term contractor, should total about HK$300 million.

They are estimated to create 105 jobs and could begin in May.

The entire project's completion date, however, has been delayed to 2013 as a result of the fiasco in 2007.

The underestimation and consequent scrapping of tenders in 2007 sparked immediate concern from Democratic Party lawmaker James To Kun-sun.

``I am very unhappy about this,'' To said. ``If you could [delay the project] just like this, just because you underestimated costs, you could technically do it with any project.

``Projects are bound to be over- or underestimated all the time.''

The Civic Party's Audrey Eu Yuet- mee was also concerned. ``[Tenders being] 56 percent over budget is a big deal. Who can be held accountable [for the underestimation]?'' she said.

北角村削規模 無損吸引力

北角村參考早前東區區議會舉行的設計比賽後,規劃署亦修訂規劃大綱,再提交城規會於明天審議,新建議項目之總樓面面積縮減2.62萬平方呎,但由於減少的樓面並非作物業發展,故發展商認為地皮吸引力不減。

減少樓面主為公共用途

規劃署擬定北角村用地的最新規劃大綱顯示,是次修訂主要集中在位於書局街、渣華道及電照街的綜合發展區(地盤B),地積比率由2.94倍減至2.86倍,減少0.08倍,減建2.62萬平方呎,有關樓面主要包括政府/機構/社區用地,由7.46萬平方呎減至5.55萬平方呎,減少1.91萬平方呎;而有蓋公共交通交匯處樓面面積則由8.61萬平方呎,減至7.9萬平方呎,減少7,100平方呎。

嶺南舊址設高限 明審議

另外,位於東半山司徒拔道的嶺南校舍舊址,即東山台以西用地,規劃署亦剛完成規劃大綱,將於明天城規會審議,該地規劃為「綜合發展區」用途,佔地約19.05萬平方呎,限建約18.08萬平方呎低密度豪宅,當中住宅樓面面積不少於16.47萬平方呎。

規劃大綱建議該地加入高度限制,由司徒拔道一段限建70米(主水平基準以上,下同)至向南用地最高可建105米,採用階梯式發展,同時在地皮加入一條闊10米的非建築地帶,以確保通風及景觀。該地最快列入下年度勾地表,供發展商申請,料發展商勢爭奪,市場估值約30億元,每平方呎樓面地價約1.66萬元。

新盤北上搶內地客

發展商續積極吸納內地客源。恒地旗下樓盤今年暫錄逾100伙由內地客入市的成交,按年急增一倍,佔期內售樓量逾10%,短期內分別於廣州及長沙進行路演,推廣油塘嘉賢居及港島南赫蘭道洋房等樓盤,前者頂層複式戶的意向呎價料約1.4萬至1.5萬元。同時,長實最快本季尾亦會展開大圍車站首期及元朗洪水橋項目的內地路演攻勢。

恒地營業部總經理林達民稱,集團於今年已多次於廣州及深圳等地推廣本港新盤,旗下樓盤今年暫已錄逾1萬名內地客來港睇樓,成交量逾100伙,上水御景峰及大角咀亮賢居的內地客比例高近20%。

他預期,旗下樓盤下半年可望再錄逾100宗內地客入市成交,集團日內便會夥拍投資移民公司及證券界人士於廣州進行投資講座,向當地人推廣嘉賢居及土瓜灣翔龍灣等樓盤,月底會於長沙進行路演,屆時將向當地人推介赫蘭道洋房項目。
嘉賢居意向呎價8500

他透露,嘉賢居最快本月亦會啟動本港軟銷攻勢,料下月開售機會較大,該盤整體意向呎價約8,500元,相連空中平台特色戶呎價料高約1.2萬至1.3萬元。

長實地產投資董事郭子威亦稱,大圍車站首期及元朗洪水橋項目,最快第三季底會展開內地推廣攻勢,涉及城市包括北京、上海、廣州及深圳等。
大圍車站項目吸投資移民

郭子威表示,大圍車站首期項目全屬大單位,間隔由三房起,由於每戶涉及樓價較大,料適合投資移民客所需,估計上述兩盤的內地客比例有機會高約10%。

另永光地產的筲箕灣君悅軒,昨以平均呎價7,447元推出28樓及29樓共7伙,若選用四十五天即供成交的買家,可享樓價5%折扣,選用一百八十天成交期的買家,若繳清樓價20%可獲先住後付。

代理透露,永泰亞洲的科發道懿薈錄呎價新高成交,該單位為26樓A室,成交價3,730.5萬元,呎價逾1.493萬元。中原指,元朗六本木本周六起加推2伙。賭王四太梁安琪或有關人士持有的浪澄灣3個複式戶,昨起接受洽購,意向呎價1.5萬至1.8萬元。

政府計劃作出售用途的東半山司徒拔道前嶺南學院地皮,規劃署剛訂出地皮的規劃大綱,該地可發展的地盤面積約7.86萬方呎,可建總樓面約18萬方呎,即地積比率約2.3倍,同時加入7層或120米(主水平基準‧下同)的建築物高度限制,並須設闊10米非建築地帶,市場料地皮市值逾27億元。

城規會明將審議前嶺南學院地皮的規劃大綱,該地面積逾17萬方呎,可發展地盤面積約7.86萬方呎,住宅可建樓面近16.5萬方呎,建築物高限為7層(包括停車間),市場料地皮市值逾27億元。另沿司徒拔道須設闊10米的非建築地帶,並保留地帶內的樹木,作為緩衝區,而整個地盤的綠化覆蓋率最少為30%,公眾休憩用地則按人口計算,每人須有10.76方呎休憩用地。

規劃署同時於多幅東半山的政府、機構或社區用地加入高限,其中華仁書院新設的高限為8層。

另前北角邨地皮的規劃大綱亦作修訂,主要涉及作住宅、商業及公共交通交匯處發展的地盤B,其中公共交通交匯處的高度由10米降至8.5米,發展樓面減約7,100方呎,最新約7.9萬方呎;而政府、機構或社區設施樓面減至約5.55萬方呎。

此外,市建局觀塘市中心重建第一期的月華街住宅項目,明將截止遞交發展意向書,其中會德豐地產(00049)及新地(00016)均表示有意參與。
