^It makes me really happy to see that they didn't just demolish this building and start over. It looked to be in pretty terrible shape before it was refurbished.

Really nice examples!

A re-paint and window replacement makes such a difference. From crappy commie to something that could easily fit in Paris.

Not commieblock, obviously. You know how most buildings in former communist countries have ugly crumbling grey facades and rotting mismatched windows, even if they are from the 19th century. I think of that as the 'commie look'

Well, in that case you are partly right. Grey, dirty facades are consequence of total neglection during communist times, but windows were replaced mostly after 89'. Chaoticly, because generally there are no laws that would regulate this in Poland unless the building is listed as monument.

A cute, intimately scaled, non-standard corner building.

Poland have nothing common with Wroclaw's change and revitalisations process. Money for these reasons comes mostly from Wroclaws budget and privates investors.
Poland's money goes only to Warsaw and Krakow.

^ I think he meant it as a whole, not necessarily in reference to national budget itemization.
