All they did was remove the messy windows (which were not even original) and the hideous rotting brick which distracted from the geometry of the grid.
They made it too light with all this glass if you ask me. Sure this new facade is not bad but it's actually more generic since there are many similar looking modern buildings. They could just clean the brick or replace it if it's not possible.

There are still a few more phases to build, maybe one of them will consist of a reconstruction to more or less the original look, (albeit with better quality brick) and the original black window frames. At least I hope they do that.

Probably not. From what I've read the local population hates these buildings, so it's a wonder that they got put on a monument list and revitalized. The old look won't be missed by many.

I think if they used a high quality brick and window frames it will look much nicer.

I'm pretty certain the population hated the run down state of it.

Vienna has quite a few of those buildings which are disfigured and run down on side and around the corner on the other side they are perfectly restored... I never quite understood the reasoning behind it. There is also a very strong resistance against facade reconstruction, even in such cases. It is not unheard of but pretty rare.
