Depends on the case - sometimes local authorities, sometimes it is private investment - in case of Wojanow and Pieszyce it is/was done by new private owners.

another interesting example from Poland - town hall from Głubczyce :

Margit híd [(Saint) Margareth (of Hungary) Bridge] - Budapest 2009-2011

The original bridge was the second link between Buda and Pest, when it was finished in 1876. Designed by a french engineer, Ernest Goüin.

The bridge was broadened in 1936. Accidentally in 1944 it was partly blown up, while the german troops undermined it. In the january of 1945 the whole bridge destroyed.

After the accident.

After the siege of Budapest.

Shortly after the war, it was restored with a simplified form.

After 2000 the problems with the concrete bridge-deck are multiplied. The reconstruction begun in 2009, and finished in 2011. Many of the disappeared elemens is restored.

Kužni pil in Osijek,Croatia.
It is also located in Tvrđa and it is the biggest baroque monument in Croatia. And you can also see the palace of Slavonian general command from 1721.

Good work Budapest. There is also expected a reconstruction of Bratislavas oldest bridge ("Old bridge", former Franz-Joseph bridge) in near future. Original bridge was also destroyed by german troops and reconstructed in simplified version. I hope that the will rebuild it now in former beauty, like in Budapest!

Communists did a number on majority of hundreds of manor houses and various provincial estates that were in Lithuania prior to 1940 and some had perished for good. Of those that survived, restoration is finally starting to pick up pace.

Beautiful 19th century park, designed by Édouard André, is getting a much needed facelift as well.
