Location

Shanghai Central Living Area of Lingang City lies at the gathering point of Yangtze River and Hangzhou Bay. It is adjacent to East China Sea in the east, the industrial area of Lingang City in the north, and Chengsi Island, Da Yangshan and Xiao Yangshan Islands in the south.

Being a focus of the town-development strategy of Shanghai, Central Living Area boasts strategic superiority. Relying on Yangtze River, East China Sea and facilitated by Suburban Ring and Metro Line, it will grow as a combined component of the new modern city complex made up of Baoshan New Town, Wai Gaoqiao Free Trade Zone, Pudong International Airport, Yangshan Deep Water Port, Shanghai Chemical Industrial Park and Jinshan New Town etc.

Access to other junctures in Shanghai:
  • 65 kilometers to downtown, Shanghai;
  • In between and 30 kilometers away from Pudong International Airport and Yangshan Deep Water Port by expressway, it is an immediate neighbour of Yangshan Deep Water Port Area;
  • 20 kilometers to Huinan Town, Nanhui District;
  • 10 kilometers to Suburban Ring.

Relationship with other functional sub-sections of Lingang City:
  • Major Industial Park

    Northwest to Central Living Area, Major Industrial Park focuses on modern equipment, export processing and high-tech industry.
  • Heavy Equipment & Logistics Park
    Southwest to Central Area, the park is mainly for industries such as heavy equipment, warehousing, port, terminal and customs.
  • Multi-funtional Area

    The area is located north to Central Area and is designated for urban ecological development.
  • Lingang Forest
    Central Area is surrounded by the forest, which is regarded as green lung of the whole city.

Traffic

Multi-functional and fully-equipped traffic system makes the connection with outside world both efficient and convenient.

Road Network
Expressway A2 (between Luchaogang and downtown, Shanghai), Expressway A30 (suburban ring) and Lianggang Thoroughfare join the area with different sections of Shanghai. Further connected with expressways to Nanjing and Hangzhou, they provide access with Zhejiang and Jiangsu Provinces.

Metro Line
Running through downtown, Shanghai, Metro R3 terminates at Central Area. It is the area’s major form of fast-speed traffic. (Master Plan of Shanghai Urban Development provides the possibility for maglev to extend south to Central Area.)

Waterway
Reasonably placed waterways joins major channels of Shanghai. Through Jing-Hang Canal, Jiangsu and Zhejiang Provinces and major cities in Yangtze River Valley are directly accessible.

Inner Traffic
Crisscross road system makes all the parts of the area interrelated. All kinds of traffic forms will be utilized and compatible with one another.

Donghai Bridge
Donghai Bridge, now under construction, begins its way from Yangshan Deep Water Port, spans over the sea area north of Hangzhou Bay and terminates at southwest tip of Central Area.

Railway
Pudong Railway, linking the area with other important precincts of Shanghai, will be connected with national railway network through consolidated multi-modal transport system.


Master Plan

Nature and Planning Concept
Lingang City is a hinterland and major distribution center of Yangshan Deep Water Port. As a new comprehensive sub-city of Shanghai, Lingang City gets its industrial support from Yangshan Port, International Airport hub and the national-grade equipment and manufacturing park. Besides, it radiates its charm in every other aspects—social and economic development, environment, culture and so on. About all, it is a garden embraced by trees, rivers, blue sky and the natrue mother.

Central Living Area is a symbolic precinct of Lingang City both in terms of the vigorous coastal elements it radiates and urban construction trend it presents for the new century. Environmentally conscious, information-oriented, developed port industry, international standard and maritime culture, it boasts all the necessities that a future city should have.


Spacial Layout

Design Inspiration

The design inspiration coming from GMP—an international designing corporation from Germany, goes like this: a crystal bead falling from the heaven arouses ripples which form the major structure of the whole area.

The area, with Dishui Lake (also known as Waterdrop Lake) as its core, adopts the pattern of “garden city”. The roads and urban rings expand from the inner core and form the physical structure of the area described as one center and four urban rings.


Epicenter

Central Living Area is a coastal garden area, who gets its planning inspiration from the experience of famous port cities worldwide. Dishui Lake—round in shape, around 2.5 kilometers in diameter and about 5 square kilometers large—is located at the center. Three peninsulas in the lake with different sizes, shapes and functions will add to the beauty of the lake. Dishui Lake is a landscape and ecological epicenter of the area.


Functional Belt

First Ring

The first ring is the urban center and mixed-use area with combined functions of offices, commerce, finance, entertainment, cultural events, shopping streets and top grade apartments.

Second Ring (City Park Ring)

Major arterial roads divide the city park ring into six sub-areas, each covering 75 hectares. Rivers and small lakes are connected with Dishui Lake. Office buildings and public service facilities scatter around the ring. In the southeast part, there will be top-grade residential areas facing East China Sea.

Third Ring

Eighteen residential communities, also named “City Islands”, will be placed throughout the ring. The communities are of the same standard—covering a land of 720m×720m (or 720m×810m)and equipped with service facilities. Designed population for each community is about 13,000. In between every “City Island” is green spaces which is just like the green lung of the area.

Fourth Ring

As a complementary belt of the third ring, it is placed with six residential communities. In between the communities are green spaces, among which high schools and public service facilites will be reasonable placed.

Vision and Current Situation

The expected development and construction period of Central Living Area is from 2002 to 2020. By then, it will be 74.1 square kilometers and have 450,000 inhabitants. The first phase construction began from 2002 and the designated area is 22 square kilometers.

What we have done:
5-square-kilometer Dishui Lake;
The dike with a capability of resisting to high tide level once in 200 years and wind of grade 12;

What are underway:
Major arterial roads and pipelines;
Major projects such as Shanghai Maritime University, Nanhui Adiministrative Center, exhibition center and residential communities will begin construction within 2005.


Specific Planning

We have specific plans for every aspect of the area’s development including green, water system, traffic, infrastructure, housing, tourism etc. All the specific plans conform to the fundamental principles of Lingang City Master Plan and emphasize on efficiency.

Green and Water
Green area covers over 40% of Central Living Area. City parks, green belt along roads and green spaces bordering upon other functional precincts of Lingang City altogether make up the green system of the area. The 80-meter-wide lakeside area is the most important waterfront of Central Living Area.

Waterways run through the whole area and finally go into Huangpu River. Dishui Lake in the center and meandering waterways running around are for the purpose of flood controlling, drainage and landscape.


Traffic
Expressways and metro system will link the area with the outside world.
Public transport system and ITS (Intelligent Transport System) within the area will provide people with comfort, safety, efficiency. Besides, as an ecological area, specific routes will be reserved for bicycles.

Infrastructure
Infrastructure plans include power supply, gas, water supply, communication, sanitation etc, all of which are of first class both domestically and internationally.
  • Power lines are placed underground to keep a nice view;
  • Collection system of rain water and waste water are divided;
  • Garbage collection is catagorized;
  • Communication system and buildings are digital-oriented.

Housing Development
By 2020, the population of Central Living Area will reach 450,000. Per-capita living space is about 30 square meters. Communities of different kinds will be placed in different parts to feed different needs. Houses of economical costs are for sailors, businessmen and visitors. There are also villas and 24 “City Islands”, each with a quality of a well-equipped community.

Tourism Planning
Central Living Area will be another holiday-time destination of Shanghai. The combination of man-made landcapce and the natural scenery will provide experiences of coastal and ecological travelling. The travelling industry will also make use of the resources of Hangzhou Bay as a whole.

I just read all your information, this project is amazing, 450.000 inhabitants in 2020, do you know the final number because I think that it will be even bigger?

This is an amazing scale which is even bigger then the Dubai Projects maybe? Crazy in europe we can only dream about such projects with our population likely become smaller in the future.

and it seems like there is also an ecological vision for this project. that's a good think China should care more about environment otherwise its economy will destroy the world...

yes, the total area is 296 square kilometers. Finally the city will accommodate some more than 800,000 inhabitants by 2020, I believe.

They better install some improved infrastructure by completion date. It is almost two hours by automobile from there to downtown. Another maglev line would be welcome. More constructions such as this, and we do move closer to Coruscant. Cross your fingers.

looks great, I hope the whole project follows through
Are they building this from demand, or do they hope to draw people in from publicity (If you build it they will come)?

Are all the smaller buildings in some of the renderings from the same company and project, or is it just zoned space they wish to fill with proposals from elseware?

This is just a planning of the whole city. All the details are still open to other design houses.
Shanghai Yangshan deep-water container port is to be world's largest port by 2020. Therefore, this harbour city is mainly focus on logistics and heavy equipment manufacture, as they are easily to be delivered by sea.
