Bewteen 1995 and 2005, Amtrak operated a unique train called Three Rivers.

It was one of Amtrak's experiments with mail and express package during 1990's. This train ran from New York Penn Station to Chicago via Keystone Corridor and a typical configuration was composed of 6 coaches and 25 box railcars. Some trains pulled special intermodal semi-trailers too. In other words, Three Rivers was a mixed train.





Unfortunately, Amtrak resigned the contract with US Postal Service in 2005 and stopped the mail transport in its trains. Because this, Three Rivers train was cancelled. The last trip of Three Rivers was made without any box railcar.

Cuellar says the main reason why Texans don't travel to Mexico is they don't want to have to drive through the border area which is largely controlled by drug cartels. He points out that when you get past the border area, violent crime rates are comparable to, and in many cases lower than crime rates in Texas, and far lower than tropical destinations like Jamaica which many Texans have adopted as an alternative to Mexico . . . .

Maybe. But Monterrey is bigger than you think, 4,089,962(wikipedia). Then add in nearby Saltillo which is 725,000. It's a rich, developed, fairly middle class place by Mexican standards. Also it has okay public transport(light rail metro, BRT, and modern fixed route buses). Obviously it's also very dense and urban so a train penetrating the urban center has advantages over renting a car at the airport.

High speed rail(or even just modernized 100-125 mph rail) in Mexico could have a unique advantage over cars and buses because it would be more convenient and safe for travelers. A high speed train would be an object of national pride and you can guarantee it would safe and secure and clean and have multi-lingual signs and customer service. Crossing the border would be a relaxed process or everyone just gets checked at the station where they start?

Right now there are short haul flights but a train that stopped in city centers would have an advantage.
