I think Amtrak should actually do it, though only on the Northeast Regional maintaining two classes. If this makes it cheaper and the trains are used for not too long distances anyway, then it is really worth it. From Penn Station to New Haven for example, I'm looking for the cheapest seat albeit keeping it fast, it's really better than using Metro-North.

AMTRAK's only advantage over air travel especially on the NEC is the convenience and dignity with which one can travel. To get rid of it is a foolish Idea. The real way to improve capacity is to, actually build infrastructure for it.

ALEIGH — North Carolina first lady Kristin Cooper joined state and local officials Tuesday to christen the No. 1984 City of Kannapolis commuter locomotive for use in the daily Piedmont passenger service.

The christening was held at the N.C. Department of Transportation’s locomotive maintenance facility in Raleigh.

The locomotive named for Kannapolis was built in 1990 for Toronto’s GoTransit system. As part of DOT’s Piedmont Improvement Program funded through the federal American Recovery and Reinvestment Act, the locomotive was rebuilt mechanically, upgraded electrically and had car body repairs.

So does that mean that trains are full up? Unless they're dealing with overcrowding, I don't see how this will help that much.
If they do this, they will likely do it by adding another tier to their pricing... like economy plus.
