The progress is pretty big according to the fact that it has risen few meters for about two years. Everyone wants more and faster. I hope to see more changes too. Show us 6th level!

In answer to the question, they are going slow in the hope of securing a large pre let, in order for the final funds needed for completion to be released by the banks.

I believe they were actually waiting on funding and have finally achieved some solid backup in order to continue.
