For my taste city halls have to look old and pompous, not modernist. Thats why I'm not in favor of the City Halls of London, Toronto, Tokyo.

buffalo's city hall is also awesome. I was gonna rank it higher than tokyo, but figured tokyo's is too tall to pass up (this being a skyscraper forum, and all)
