Buffalo City Hall is my favorite. It just oozes grand scheme and ambition for by just looking at it is what transpires. Love it.

Umm... ok, maybe famous to Americans, but not most recognizable in the world. I have seen more of Toronto's city hall in movies than the LA city hall, but Toronto never plays the role of Toronto in movies. Its always named something else.

Some examples:
The Men in Black II HQ is Toronto city hall, Toronto city hall is blown up in Resident evil 2.

With that being said... I think Buffalo city hall is my favorite.

Nothing tops Leuven's city hall, one of the finest buildings in Europe, although i have a soft spot for the Salt Lake one. There's also a nice american one in Lowell Massachusetts.

Where shall I start...

Oh yes, a few no longer city halls:

Wolverhampton Town Hall (now the Magistrates' Court - the "City Hall" is now the extremely ugly Civic Centre)

Bilston Town Hall (Bilston's not a municipality any more)

West Bromwich Town Hall (another ex-municipality)

Smethwick Council House (yet another ex-municipality)

Sutton Coldfield Town Hall (okay, that's enough municipalities that haven't existed since 1974)

Handsworth Town Hall (but a municipality that hasn't been around since 1911's always welcome)

So with all the non-city-halls gone, there really is only one left:

Birmingham Council House

A good city hall comes with a large public space for residents to gather. Hence I prefer European town squares and town halls since they incorporate this element well. I choose Grand Place in Brussels, which has architecture, a public square, and intimacy.

Buffalo's city hall is surely grand. But they need to fix the interior. The elevators seem very rustic and about to fall apart. I wonder how much money will it take to fix all the interiors.

I actually do. In fact it's one of the best skyscrapers designed by Kenzo Tange if not The UOB Centre in Singapore.

The building itself but it's influence from the Notre Dame cathedral in Paris.
