Even without any skyscrapers or a conventional city skyline, I'd give it a 9.5/10 simply because of the architecture.

9/10 some buildings need restoration but overall a masterpiece by Niemeyer

Honestly if you can't see the ingenuity of this city you aren't looking hard enough.

But the current administration is not taking very good care of the city, I'll give you that. There's a reason the ageing is not so good in here. Don't judge the design, you are used to a government that actually takes care of your city. It's not the case here.

And too much concrete, really? Apart from the Cultural Centre of the Rebpublic, which we all know was a mistake by old Niemeyer, the city is among the greenest in the world.
