"TARG" Municipality is considered
Tel aviv and Ramat Gan are considering setting up a new combined
development board, that will handle connecting roads, parks, sewers etc. Holon and Bat Yam are doing the same, over the development of the Ayalon South and new railway lines. The TA-RG is the first step, towards a combined greater municipality. A similar comittee is bein set up between Tel Aviv and Givatayim, a small residential city-suburb. Past finance ministers have tried to cut back the unnecessary tri-municipal status, but have backed down after studies conducted showed a greater municipality wont eliminate the need for the three local municipalities, and would instead only create more public-sector jobs. But the pro's speak of the need for a combined planning strategy for the country's economic and cultural hub. Everything one city implements has implications on the two others - "its ludicrous that we should be planning 3 financial zones right next to each other, that compete for the same companies, just for the sake of bettering our taxes, when we could be maximizing benefits for all two or three cities by a combined approach" says T.A Mayor, Ron Huldai, who in the past has even proposed stepping down for a unified municipality. The combined TARG (Tel Aviv, Ranat Gan, givatayim) municipality will include 550,000 inhabitants. Tel Aviv's entire GUSH Dan regional metropolis is home to nearly 1 in 4 Israelis, with 1.7 million inhabitants. The move towards TARG comes amidst the increadible growth of medium-scale cities attracting urbanites out of Gush Dan. One such example is Modiin, 40,000 inhabitants, planned by architect Moshe Safdie, which is growing at an incredible 11 % a year. Another example is Beit Shemesh, 63,000 inhabitants and growing at 7 % a year. In contrast, Tel Aviv and Ramat Gan both experience growth of 0.1-0.5 %.
