It depends on the country but in Holland most ''public housing'' is run by non profit housing corporations. The only difference to free market housing is that profit is taken out of the equation making it more affordible. The residents pay rent and the rent goes to the corporation who in turn takes care of the up keep, maintenance and construction/purchase of new property. Tax payers don't pay for it except for those who are beneficiaries in the form of their benifits and subsidies but their is no taxation that goes directly into my housing block. Btw, the vast majority of residents work.
Public housing areas with a majority unemployed do tend to be a bit more ''nasty''.
I earn an average dutch salary but I pay alot in maintenance for my children so this housing option is ideal for me. I rented in the private sector for a while but what you got for the same money was scummy shit in comparison.

Lets say most of Singapore's residents live in HDB flats. Anyway, Singapore's housing scheme is argubly the most successful in the world. Its even better than HK's though HK's public housing has dratically improved.

SINGAPORE PUBLIC HOUSING

Here are some public housing flats that will soon be launched in Singapore, most are currently under construction.
These are NOT premium apartments, they are simply regular public housing flats that house working-class Singaporeans.

Techwood Homes and Clark Howell Homes, the first and oldest (1936) public housing project in the U.S. and consistently labeled as the most dangerous. Formerly located in Downtown Atlanta, they were demolished and replaced in 1995 by a very successful mixed-income development - Centennial Place - that includes a new elementary school and recreation center. Atlanta's remaining public housing has been replaced or is scheduled to be replaced by similar mixed-income housing.

You must have really lost it prior to when you saw that...because it says AERIAL imagery from 1949. This technology was achieved long before 1949 - back to the time when man gained the ability to fly.
