Let me try to translate it for you:

1) It isn't decided yet, how they will rebuild the quarter (if modern or historical). There doesn't have to be a competition. (A competition would very likely favor modern designs.)

2) The people of Dresden will decide, if modern or historic. If they wish for the Palais Riesch in the Rampische Straße, it will be originally rebuild.

3) Everything will be rebuild in high-quality: No styrofoam

If we can believe the building contractor this all sounds very good. There is just one problem. The GHND apparently has to prove, that the people want historic buildings. The contractor won't just blindly listen to what the GHNDs wishes, because the GHND doesn't necessarily equal the people of Dresden.

Why temporary? Dresden is beautiful and so is Germany, with great quality of life and great opportunities.

Well, German language and me are quite unknown to each other, so that won't work. But I'll be glad to visit it. It's the first city on my list-to-visit.

Also, how will they prove that people want reconstructions? Will there be a referendum or something?

When I was in dresden a year or so ago, there was an excavation of lots of basements that said they were too damaged for a historical reconstruction. Is that this area? I seem to remember it being across a large plaza, across from the frauenkirche (sorry if thats a bit vague)

yes, same area. Some of the foundation and basement elements that were salvageable and usable were kept.

If they completely reconstruct it, I would be the happiest person in the world. Unfortunately, I have a feeling that those stupid modernists from the city government will do everything to prevent it. I hope the Society will do anything in their power to protect the reconstructions and that they'll show the people of Dresden what is the only natural, logical and best way to build their city.

Also, if someone can sum up the letter in few words, since my German completely sucks (like, REALLY sucks), I would appreciate it.
