in china, no matter how good paved or how many lanes, if the roads not closed, this road cant be called " highway". china seems has no express way, highway is the highese rank of roads.

Golden Quadrilateral (Phase-I): Out of total length of 5,846 km, four-laning of 5,629 km has been completed and the balance length is under implementation. During the calendar year, 128 km length was completed.
North-South & East-West Corridors (Phase II): Out of total length of 7,300 km for four laning, 1,559 km length has been completed and 4762 km length is under implementation. The remaining length is under various stages towards award of work. In 2007, a length of 707 km was completed.
Port connectivity & other national highways: Under port connectivity, out of 380 km, 163 km has been completed and 211 km is under implementation. The work is yet to be awarded in remaining length. Out of 945 km of other national highway, 337 km has been completed so far and four-laning of 605 km is under implementation. During 2007, around 28 km of port connectivity were awarded.

NHDP
Phase III: Government in April 2007 approved upgradation of 780 km of additional national highways taking the total length approved under Phase IIIA to 4,815 km with a total investment of Rs 33,069 crore. Under Phase III-B, a total of 7,294 km was approved with an estimated at Rs 47,557 crore. With this, the total length under phase-III now stands at 12,109 km to be four-laned with an estimated investment of Rs 80,626 crore. This phase is targeted for completion by December 2013. So far, 12 contracts involving a length of 749 km under have been awarded under this phase.
Phase VII: The government has approved construction of standalone ring roads, bypasses, grade separators, flyovers, elevated roads, tunnels, road over bridges, underpasses, service roads etc., on BOT (Toll) mode under NHDP Phase-VII. The approval to Rs 16,680 crore project came about in December 2007.

Overall status: In 2007, a total of 18 contracts aggregating 928 km, with a total cost of Rs 6,816 crore, were awarded under phase III, IV and VI. Phase-VI involves the construction of six-lane expressways.

That could possibly be due to reasons like Indans not having adopted the car culture yet, especially for long distant travel. Also the average Indian is not used to travelling or exploring his or her own country well. Most people still travel only for work or to visit relatives. Also since India is a huge country many people who do travel take a train journey or the budget airlines which is growing very fast at the moment. I hope that explains the very few cars in the highways. It might all change very fast though.

The highways are also kind of tough to get to. Once phases 3 and 4 of the NHDP get built (which may not be for a while given the current progress), there will be more links to the cross country expressways in the urbanized areas.

It's not in the appropriate nation thread, at least not under highways. I searched some other photo threads, but there are so many photos of its locale that it'll take days just to look at them all (hey, that's another clue!).
