Top skyline is intepretated as top height(s) by me, so whitout a doubt Benidorm! Simply because it's ranked #1 in Europe how Hong Kong is ranked #1 in the world.

No, not bad, maybe not the tallest, but Rotterdam has one of the most beautiful skylines IMO

Out of 48 there are some more non-Dutch voters, which is way better than with some cities, which ONLY have Dutch voters.
