Country with most public observation decks

What country has most public observation decks. I believe it is Germany, although however many of them are closed (but the structures on which they are still stand, so there is a reopening possible). E.g. in Berlin, there are the following:

*Berliner Funkturm— the only observation tower in the world which stands on insulators. Its open-air observation deck is popular for photography.
*Berlin Television Tower — 368-m high television tower, built in 1969 close to Alexanderplatz. The entire city can be viewed from its 204-m high observation platform.
*Grunewaldturm — this 59-m high historic tower stands on a hill in Grunewald forest close to Wannsee lake.
*Französischer Dom — located on Gendarmenmarkt in the very heart of the city, the platform of the cathedral offers unique views.
*Bierpinsel — literally "Beer Stick". 1970s style tower in the Berlin Borough of Steglitz with a café and bar at the top giving views over south-western Berlin.
Restaurant of the Forum Hotel Berlin
*Berliner Dom — Protestant cathedral situated next to the Lustgarten, with a circular observation platform around the dome.
*Bell tower at the Olympic Stadium — part of the Reichssportfeld complex, the tower offers a view of the Olympic Stadium and also of the Waldbühne, an open-air stage.
*Siegessäule — the monument at the Großer Stern situated in the middle of the Tiergarten Park where it was relocated in 1938–39 from its previous position in front of the Reichstag.
*Müggelturm — a tower giving panoramic views over the Müggelsee lake.
*Reichstag building— the roof of the parliament building, crowned by a large glass cupola designed by Lord Foster is open to the public giving an impressive view over the city, especially at night.

Statue Of Liberty Observation, New York City
Empire State Building Observation, New York City
Stratosphere Tower, Las Vegas, NV
Tower of the Americas, San Antonio TX
Reunion Tower, Dallas TX
Space Needle, Seattle, WA
Gateway Arch, St.Louis, Missouri
Holiday Inn, St.Pete Beach, Florida
Sea World Tower, Orlando, Florida
Eiffel Tower at Paris Las Vegas
Total Tower, Denver CO
Space Needle, Gatlinburg TN
Prospect Point Observation Tower, Niagara Falls NY
Sunsphere, Knoxville,TN
New York State Pavilion, New York City
Aloha Tower, Honolulu HI
There are many more but im not listing all of them many hotels have observation decks also.

Some more notables include
John Hancock Center in Chicago
Bank of America in Seattle

Theres also a couple of skylobbies which the public are allowed to use as an obs. deck. Chase Tower in Houston comes to mind.

I say the US. Almost every major city has at least 1+ obsevation decks. Boston used to have two until 9/11 when the JHT's obs. deck was shut down. O well, we still have the Prudential Tower whose view of DT is blocked out by the JHT...

TD Tower in Toronto has one at the very top. Canada life building, Peace Tower of course! Plus the harbour castle (Toronto) and the harbour center tower in Vancouver

There is no comparision possible, between yours and mine postings!
I posted only the public observation decks of one big city in Germany, while the others posted them of the whole country. Other big cities in Germany have also observation decks and there are a lot of observation towers in forests in Germany!

Observation decks in Stuttgart are:
- Stuttgart TV Tower
- Tower of the Central Railway Station
- Killesberg Observation Tower
- Kriegsbergtürmle
- Hannibal high rise building

I think the US. How tall would the observation deck have to be to be considered one?

Probably at least almost as tall or taller than the surrounding buildings.
