It is hard to believe DLN designed this not-so-good-looking building. (considering how many great looking skyscrapers they have designed for hk). New world probably didn't gave a very small budget for the design.

No. Why would it be necessary in the first place?

1. There is a cross harbour tunnel for traffic that is underwater
2. There is subway access to cross the harbour
3. There is a ferry service that crosses the harbour.

1. There are multiple cross harbour tunnels for traffic that are underwater
2. There are multiple subway access to cross the harbour
3. There are ferry services that crosses the harbour.

There is no need for a bridge because pretty soon the whole harbor will be paved over and you will be able to walk across.
