It is comparing airports that haven't been built yet, let alone operating. We don't really know which one actually will be largest in real life. Beijing, Dubai, Istanbul, Mexico City, somewhere else. They will all be built in phases, so ultimately demand will decide.

What they're typically referring to is the world's busiest airport, which is measured by the number of passengers arriving/departing in a given period. Note that if you take one flight from one airport to another, that one flight counts as both a departure from the origin airport and an arrival at the destination airport.
