PETALING JAYA: Development plans for a vacant site adjacent to the Kota Damansara Community Forest in Kota Damansara in Petaling Jaya, Selangor have not been finalised, said the developer Bonus Focus Sdn Bhd.

When contacted, the company, a subsidiary of construction group Melati Ehsan Holdings Bhd declined to reveal the proposed plans nor comment on residents’ concerns about development on the land.

A hoarding which came up a few weeks ago at the site had drawn concerns from residents in Kota Damansara as part of the approximately 3.04ha land has been planted with trees during a Plant-A-Tree (PAT) programme in June 2009 organised by Wild Asia, AMP Radio Networks and Friends of Kota Damansara (FOKD).

The event drew much attention and was publicised in several media and attended by Selangor state representative Sivarasa Rahsiah. Although the vacant site is private land, the residents hoped that the developer will consider the planted area in their development plans.

Jeffrey Phang, co-chairman of FOKD, a coalition of resident associations, said the land where the PAT programme was initiated was vacant for many years and inquiries to Perbadanan Kemajuan Negeri Selangor found that part of the land was reserved for an Islamic school. However, he later learnt that the land was sold in 2007 and there may now be plans to develop it for residential purposes.

“We do not deny the right of the developer to develop the area, but we hope that they will see the trees as an asset to their development rather then a liability,” said Dr Reza Azmi, executive director of Wild Asia, in a press release dated Jan 3, 2010.

The Kota Damansara Community Forest was originally known as the Sungei Buloh Forest Reserve, which was gazetted in 1898. The forest reserve used to cover 4,000 acres but parts of it was developed for residential projects in 1990 and now only 850 acres remain.

KUALA LUMPUR: Citta (pictured), a new strip mall near Ara Damansara is expected to open for business in 4Q2010 with approximately 70% occupancy, Allan Soo, managing director of CB Richard Ellis (CBRE) Malaysia told theedgeproperty.com. CBRE is the retail consultant for Citta.

The construction of the mall is progressing as scheduled and thus far, several F&B and retail outlets have signed the lease. Talks are also underway to lock in the tenancies for a supermarket, gym and karaoke, said Soo.

“It takes time to establish a shopping mall, we will need to leave a few slots open for the retailers who need more persuasion. Also, we have to be selective. There should be a mix of retailers to bring in the crowd and establish a name. We have a comprehensive mix of retail types to cater for the modern lifestyle,” said Soo.

F&B takes up 24% of the trade mix at Citta, followed by books/gifts/IT/hobbies/music/telco at 17% while beauty and wellness, and convenience and services take 13% each. The remainder is split between entertainment, fashion, household/electrical and others. The strip mall has a nett lettable area of 424,467 sq ft.

Citta is a RM280 million open concept retail precinct with an emphasis on convenience, catering to the daily needs of families. According to Soo, more information on key tenants will be announced in April.

Soo estimated the average household income in the area to be at around RM9,000, ensuring a strong middle-income base.

Additionally, with the opening of the new Subang-Kelana Link, Citta will bring in a new catchment area of approximately 369,000 households, an addition of more than 100,000 from the previous 281,000 households, added Soo.

Citta is a joint venture between Puncakdana Sdn Bhd and SEB Asset Management, which is one of Germany’s largest fund managers. Citta is SEB’s first investment in Malaysia.

It's the second Royale hotel at Mutiara Damansara... If i'm not wrong, the name of the new one is Royale Bintang at Surian...

See Hoy Chan Holdings Group (SHC), controlled by the Teo family, is said to be in talks with several foreign hospital operators to jointly develop a medical centre in its highly successful Bandar Utama township in Petaling Jaya, Selangor.


"Several international operators have expressed interest in forming a joint venture with SHC to open a medical centre in Bandar Utama. SHC is now talking to three of them," a source told Business Times.

The source added that SHC and the foreign companies were looking at possible models for the partnership.

It is undecided if the foreign player will take on sole management of the medical centre to be built by SHC or both will jointly manage it, with the foreign partner having a stake in the business.

"The medical centre in Bandar Utama could be up and operational within three years of obtaining all the approvals," the source said, adding that regulatory approvals had yet to be sought.


Foreign hospital operators with a presence in the country include Singapore's Parkway Holdings and Health Management International (HMI), the US-based Columbia Asia and Austria's Vamed.

It is understood that at least one of the players SHC is talking to has no representation here as yet.

Industry players said that this operator is world renowned for its medical facilities and expertise, and is particularly successful in the region for medical tourism.

When contacted by Business Times, SHC director Datuk Teo Chiang Kok said that talks were "still preliminary". He did not elaborate.

In an interview in 2006, Teo had said that the Bandar Utama master plan would include setting up a medical centre and a retirement village.

Some 4.86ha near 1Utama's Phase 2 shopping complex has been allocated for this purpose.

At that time, Teo had said that the medical centre would offer maternity and paediatric care, while the retirement home would cater for residents in the area.

The group's plans for a medical centre were said to have been inspired by Teo's father, Tan Sri Teo Soo Cheng, given his involvement in the Tung Shin Hospital in Jalan Pudu, Kuala Lumpur.

In April last year, Prime Minister Datuk Seri Najib Razak announced that the government was lifting the 30 per cent Bumiputera equity rule for 27 service sub-sectors, including health services. However, it is unclear if that includes hospitals and medical centres.
