When I came to the States, I read all the traffic rules for Ohio. Somewhere in it it says you can overtake on both sides.

I do it all the time. Too many people drive slow in the left lane or it wouldn't be a problem

I thought the AAA published a brochure. Can't find it on line, but you might call them or stop in and ask.

In the state of Ohio drivers are encouraged to pass on the left, but passing on the right is not prohibited.

I think part of it is that MD Interstates are so good (read: overbuilt) that they make the perfectly adequate PA roads look bad by comparison.
I would say Maryland's interstates are about average, it just looks good compared with most Interstates in NY/PA/NJ/MA etc because alot of highways in those states are substandard (although Pennsylvania and New Jersey are improving somewhat).

Here's a roadtrip of mine to Leavenworth, WA. Photo credits to my girlfriend.

Sidenote: On the way there, I did not have to pass a single person on the right. Everyone kept out of the passing lane, but mainly stuck in the middle lane. The right lane had virtually no traffic.
