How about, for a start and as an experiment, service of normal Amtrak Northeastern standards? (As opposed to high speed.) Although their fares aren't competitive with driving, some people who prefer not to drive* and have disposable income might use it. There are plenty of places outside the Northeast and Midwest where you can find pairs of cities close enough together that flying is a bit silly.

*Contrary to stereotype, I do have a cousin in Los Angeles who, at last report, didn't own a car.

The above is a huge cause of backups on highways in the US when it comes to traveling between cities. At least from my experience after driving about 1/2 of the continental US.

Northwest Arkansas Western Beltway Feasibility Study

There is a study about constructing a second north-south route in northwestern Arkansas, west of I-540. This will serve the growing Fayetteville, Springdale, Rogers and Bentonville areas, which are projected to add 300,000 people by 2030, most of them west of I-540.
The current population of this two-county area is 424,000 people.

I-80 San Francisco - Oakland Bay Bridge

The new eastern span of the San Francisco - Oakland Bay Bridge opened to traffic around 10.15 pm on September 2.

In regards to the LBJ freeway in Dallas will any part of that be tunneled?

The HOV thing, makes sense given the linear shape of the SLC metro area.

Los Angeles HOV system

Legislation has been passed in California to open some of the HOV lanes in Los Angeles to solo drivers outside rush hours. Northern California already has such HOV restrictions. The reasoning is that traffic volumes are high outside the classic rush hours, but carpooling is low during that time. The plan makes better use of existing road space by providing an extra lane that would have otherwise been underutilized. Most Los Angeles area HOV lanes carry less than 1200 vehicles per hour during peak hours, and less outside peak hours.

Details have yet to be worked out. The first freeways in Los Angeles to abolish HOV restrictions outside rush hour are CA-134 and I-210 from Studio City to Glendora (33 miles of HOV lanes).

do you know how long is the HOV system in California
I know that at one point it was half the USA.

I know here in Phoenix all of the freeways have HOV lanes, but I am not sure how big it is here

I am sure Houston and Dallas probably are up there on HOV lanes

HOV lanes on I-495 NY (Long Islands Expressway) are long about 40 miles, from Lake Success to Medford.

EDIT: Southern lane (direction Riverhead) is longer than the northern for a few miles.
