No. That's only a testing area for new building techniques. This part of the city is worthless so the builders can afford to kid around with the equipment during their lunch breaks. You know... Making cubes and shit...

Cheked another source, and it says 4.1 billion.(can't believe there is such a difference in info from site to site). Eather way, my point stays: with a 5 billion budget in the US (and the western world in general) you can build something like project Citycenter (Las Vegas). Far smaller then the Burj Dubai (even if stacked one on top of the other) with far more money (1 billion in this example).

Look the advertise panels on the right of the rising core of One Museum Park West. Between the two low red buildings. I think they preparing the new sites for the next two towers.

not true, one on top of each other city center would rise to over 3000ft

Not with the first plan. As for the various hight increases, I won't consider them official untill they build it. (and the 5 billion dollars are the estimation for the firts plan, sowith height increase it will be even more).
