Of all the towers in the IBC, this is one I can't see being put on hold. After all, the government itself will be the primary tenants (and they need room). I'm sure they'll come up with the rubles to pay for it. By comparison this tower is about as far behind schedule as NY's 1WTC, and probably won't be finished for several more years, but I'm sure it'll be built.

they are working on a huge foundation slab. and zero level works are 100% financed from the city budget.

Because of the crisis the Moscow gvmnt has to stop some very important projects.
If the crisis continues it will have to stop other very important for the city projects.
So I doubt the mayor will invest money in the City Hall construction at the expense, say, of the roads construction.
Moscow could not find investors during many years. So it will be even more difficult now.
We all have to wait till the crisis stops...
PS To my mind the foundation construction will continue for several years more)), very slowly...

First they thought about to finance rest of the construction (some years ago). Then, there were (are?) plans to finance only 50% from the budget and another 50% — from private companies. Some people think they just can't find the investor for this project, but there were no tenders about this yet. What Moscow government will do now? Only Mr. Crisis knows.

This is my favourite building in the IBC, so is sad to hear that. At least we will have updates until the zero level.

Please tell me that the top crown shows a huge 'M'. That is so awesome looking, and also I love the FATNESS, but actually isn't this 4 towers?

Wow, I just stared at the rendering, the whole building looks like a huge 'M'. I hope that is what is still planned to be built.

Such a great complex of buildings. Here in Brazil we don`t use to build tall buildings like these. The architects and the constrution market preffer build construtions of 150m in general.
