but if this city hall built in china, people will be very angry, because they said there are so many poor people in low living standard, how can goverment build such a luxuary buildding???!!!!

this skyscraper won't cost anything to the Moscow goverment. It consists of 4 towers. Moscow will get 2 of them absolutely free.

The concept is ok but I hope they do not finish it in red. It would look stupid.

They should also stop spending money on building the ISS. Our world leaders should fix the planet we are on and it's people before exploring for another.

red and white are traditional colors in moscow. yellow is a bit modern - from imperial times.
in old russian red was meant beautiful - red square correct translation is beauty square.

alphabet is not russian - it is cyrillics.

Oh yes, you are right and city government thinks the same way. This City Hall will consist of four interconnected towers. The construction of all complex (exept preparing stage which is in process now) will be financed by an investor. After construction investor will take 2 towers of the complex and Moscow government - another 2 ones free for the city budget.
