This is CITIC Plaza. It is 391m to spire and is currently the 7th tallest building in the world.
It is also the tallest concrete building in the world.

AFAIK, at 610m this will be the worlds tallest tower to pinnacle on completion, eclipsing CN Tower at 553m -wow! Although, do I really need to say it - that's a lot of spire on top.

Here's the thread about those twin supertalls proposals behind the tower for those asking: http://www.skyscrapercity.com/showthread.php?t=249734
