Sigh... No, he is not right. Who said anything about strict municipal boundaries? Rather obviously Buffalo and Detroit have metropolitan
areas that have a population greater than 1,000,000. If you don't
believe me, travel there and see for yourself, or do a couple minutes
of Googling.
So, for the record one more time (and hopefully for the last), the
cities closest to Toronto with a METROPOLITAN population greater
than 1,000,000 are Buffalo and Detroit.

Can't be both, it's Buffalo. ... But city proper, it's Montreal.

City Proper: Philadelphia, PA
Metro: Pittsburgh, PA

But according to my mom and driving distance the closest metro is Baltimore, MD?
not really sure how that works out

Sigh..... This thread is cities, not metro, something you obviously missed. When a metro thread opens up ill keep you posted though.

So, for the record, the CITY closest to Toronto would probably be Montreal.

Mmm, I don´t know the distances exactly. I live in Lima-Peru (7.5 millions), Arequipa in southern Peru with 1.2 millions is about 1000km south and Guayaquil in Ecuador (2.5 millions) is about the same distance or maybe a little bit further.
