I am not sure about carbon fibre replacing steel. Carbon is very strong but I doubt it is stronger than some special steel alloy. The other side is the weight of the material, but...

Strips of carbon-fibre are already used to add additional strength on the lower floor slabs of Burj Dubai.

Carbon fibers can't replace steel rebar yet. Although carbon fibers are 7 times stronger than steel the attachment between the carbon and the concrete isn't that well as far as I know. This is way it's still unpractical to replace the rebar by carbon. I once read about a company that uses a carbon grid to reinforce precasted concrete elements like floor plates, but personally I'm very doubtful about it.

Altough you still need rebar you can add carbon fibers to the concrete. This way it's possible to handle a small amount of tension in the concrete so that you can increase the load on a floor or a column without adding more rebar. In combination with high strength concrete (>100 N/mm2) you can increase the hight of a building significantly.

Clarification: The carbon-fibre strips did not replaced the rebars on Burj Dubai's floor slabs. Those were applied latter, when the tower had become already a supertall.

Forget the concrete.....just use Carbon Fibre....build it like a Formula 1 car....wonder how high that would be?......pretty expensive I guess.....

If they built it out of carbon nano-tubes the foundation would only have to be an inch thick! and cost only $600 billion

When this massive building is finished! It will dwarf all the crapers around them like a tall mountain. Picture you a image of that when it is finished in the image above, the picture will be to small!

Ok but here you see clearly where the plot is right now in comparition to the surrounding area or buildings in reality. I mean i never thought is will be so close to the "Almas Tower".

Which design are you talking about? What posted in 968 is an actual aerial picture, not a render.

PS. And exactly why the place isn't a democracy, this kind of progress was made possible. Building 100 km of 2 Metro lines and hundreds of kms of new roads in just 5 years, or a new 40 million passengers capacity Airport terminal in just 4.

And no, I am not talking about slavery and forced labor, rather vision, determination, leadership, decision making and lack of red tape bureaucracy. Maybe your political class and administration can give it a try.

or I should wear my glasses ... sorry, I thought it was part of a rendering. On the other hand these buildings look very uniform and boring as if they are placeholders
