I thought Tokyo had a height restriction on scrapers due to earthquakes?

But considering Japan is the world leader in earthquake building solutions (most of new towers in California have something japanese, and also taipei 101), i suppose they will want to challenge earth nature...

I agree--I don't see this happening.

There was an article in the Japan Times today saying that Japan's population has probably started to decrease . These kinds of mega-projects are probably going to be a casualty of the declining birthrate, and the recent row over falsified earthquake fittings for new condos and hotels in Tokyo.

Given Japan's economy for ohhh...over a decade now, and their population decrease - is this really probable? Throw is over in China or Middle East and I'll give it a second thought.

Ya i dont think this is gonna be built either. This isn't the first time something like this has been proposed. And plus with the japanese economy stagnated the way it is, i dont think such a project is sustainable either.
