Kuwait City is like a mini-Dubai. Looks as if the entire city is being built at once. With that, the architecture is even more daring and dramatic.

Kuwait is much older than Dubai. It actually financed Dubai's initial developments in the 60's when Sheikh Mohammed al Maktoum's father, Sheikh Rashid, borrowed the capital from Kuwait to finance the Dubai Creek area in the 60's. So no, the city isn't being built all at once. It was a developed, modern city when Dubai was still a village decades ago.

Relatively speaking, it *has* pretty much risen the last few years from nothing--besides those three towers built near the sea in '79...and the tall telecom tower. Was there anything much approaching 40-stories before 2000? Not really.

Well if you think a city's existence is measured by how many 40 story towers it has then I guess Kuwait rose in the 70s even though the city was established in the 1600s and was a dense urban center before the oil discoveries in the 20's and 30's.

Yes, I do agree with you there. I was speaking strictly in the skyline sense, not cultural or historical. I shouldn't have said "entire city" in my post. That was a bit overstated. On the same note, Dubai certainly has more of a culture and history than the "SZR" as well.
