Yes, it is a bit depressing. At least they painting it in bright colors
Anyway this part of Kyiv - Posnyaki is not that depressing if you walking inside that area, there are much more depressing areas built in 70-80ss last century, like Troeshina or Borshagovka for instance

Aren't all these commies from the communist era repainted? I live in such a district, and all buildins here have been renovated, new roads and bike paths are added and etc.

In Poland mostly housing cooperatives own commies, and they are modernising them on their own. City municipality gives money for roads, green areas, bike paths and etc.

May be it's looking depressive but Poznyaki and whole Kharkovkij district (now it was joined to Darnitskij) is not a depressing place.
A lot of cars are parked near buildings, new shopping malls, cinemas, clubs; bars bank's branches are opening in this district. It's really booming now!
For example a lot of bars and cafees in this district are quite nice!
Not just a place for drinkers (called "naliavajka" or "gundelyk") but really good places.
The most depressive region is - Borschagovka, near wellknown in the past plants. Borshagovka, especially near Okruzhna doroga (rounding the city road) is the worst region in Kiev.

I have been thinking rather about architectonic aspect. I really wonder, how these district will look like in 10-20 years... In Warsaw there is also problem with new commie districts, but on a smaller scale I think, because Poles strongly dislike huge commies.
