DOST IV-A readies early warning system for CALABARZON Region

LOS BANOS, Laguna, Feb. 11 (PIA) -- DOST IV-A will be presenting very soon its two of four modules of an early warning system (EWS) which will provide local amount of rainfall and river/stream level through an automatically disseminated weather bulletin from the Regional Disaster Risk Reduction and Management Council (RDRRMC IV-A) to its members in the province, city/ municipality, and Barangay.
The decision to test the EWS at an earlier date was reached by members of the cluster committee during a meeting held last January 12, 2011 at Los Baños, Laguna.
It was initially presented last January 27, 2011. “We want to be more than ready when the next typhoon hits the region,” Alexander R. Madrigal, regional director of DOST CALABARZON, explains. Together with Vicente F. Tomazar, chairman of RDRRMC IV-A, Madrigal initiated establishment of the “ICT-based Disaster Monitoring and Feedback System.” The project supports the newly enacted Republic Act 10121 otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010 which strengthens the country’s disaster risk reduction and management system, provides for a national framework, as well as, institutionalized draft and implementation of a plan.
Having convened a group of concerned National Government Agencies (NGAs) and the Local Government Units of Sta Cruz City, Los Baños, and Bay earlier on, Madrigal and Tomazar have agreed through a Memorandum of Understanding signed last November 18, 2010 to implement an information system which consists of modules on:
• Automated information dissemination of weather bulletins from RDRRMC IV-A to its members in the province, city/ municipality, and barangay;
• Feedback that captures and stores data on actual weather conditions in a locality;
• Early Warning System which monitors and sends advisory on weather and risk of flooding to potentially at risk areas; and
• Public inquiry to make accessible to the public and other stakeholders, through the Internet and mobile phones, weather bulletins and other related updates.
A Technical Working Group (TWG), composed of representatives from the Regional Offices of DENR, NAMRIA, DILG, PAGASA, Oxfam, Colegio de Letran de Calamba, RDRRMC and DOST, as well as, the Local Government Units of Los Baños, Bay and Sta. Cruz has been formed. DOST IV-A has also sourced new related technologies from Colegio de Letran de Calamba which will also be soon pilot tested after fabrication.
In addition, RDRRMC IV-A and DOST CALABARZON have completed inventory of equipment such as digital and analog-based rain gauges and water level monitoring equipment that are being used to date in the region. Lastly, DOST IV-A and RDRRMC IV-A, together with the National Telecommunications Commission (NTC) Regional Office, have tapped use of the Message Blast Promotion being offered by SMART to NTC. Areas under Type I climate have two pronounced seasons – dry from November to April and wet during the rest of the year. Its maximum rain period is from June to September.

Although there will be rains during the dry season due to lingering La Nina phenomenon, high temperatures are still expected during summer, Sawi said.

Meanwhile, Sawi said rains would continue to prevail over southern Luzon, eastern Visayas and Mindanao in the next few days.

However, he said, no tropical cyclone is likely to affect the country this week.

strict fishery law enforcement increases fish production
in Batangas & Quezon


CALAMBA CITY, Feb. 13 (PIA) -- Fish production increased by 1.4 percent from municipal fishing in the province of Quezon, while 1.7 percent from aquaculture production from 2009-2010 in Taal Lake according to the report of DA-BFAR CALABARZON during the Year End Report and Planning of FARMCS CALABARZON held on February 8-9, 2011 at NIA Compound, Quezon City.
Director Rosa F. Macas of BFAR CALABARZON said the increase in production of fisheries in the provinces of Quezon and Batangas particularly in Taal Lake was credited to the strict enforcement of fishery laws in said provinces. In addition, the local government and fishery councils actively participated in the implementation of laws and projects of DA-BFAR.
However, seaweeds production and other aquaculture production projects decreased in 2009-2010 due to frequent typhoons and other occurrences related to global warming and climate change.
The increase in production indicated that, fishing ground in Quezon and Batangas are fast recovering thus, several endangered species sighted such as whales, whale sharks, marine turtles and dolphins in Quezon Province while “Tawilis” (endemic specie in Taal Lake) and Maliputo is fast increasing also in Taal Lake.
Macas quoted that 60 percent of fish production in CALABARZON comes from the province of Quezon.
Meanwhile Tanggol Kalikasan, a public interest environmental law office, estimated 1,500 cases related to violation of fishery laws filed in courts from 2001 to 2010 where, 90 percent of these cases had been resolved and the rest of are still in court. Tanggol Kalikasan won the very first SLAPP suit (Strategic Lawsuit Against Public Participation) under the new rules of court defending the harassed “Bantay Dagat” while performing their duty as environmental law enforcers.
In past years, various Task Forces were created to augment the volunteer law enforcers in the municipalities. These are the Task Force Matatag then Task Force Bantay Likas Yaman and Taal Volcano Protected Landscape Task Force on Environmental Law Enforcement (TVPL-TFELE) in Batangas Province. These task forces have marked effects on diminishing illegal fishing activities in Quezon particularly in the use of explosives and obnoxious substances in fishing and replicated in the entire country.
In the province of Batangas, the dismantling of fish cages and structures at Pansipit River, unclogged the barriers of migrating anadromous and catadromous species coming in and out of Taal Lake. Just recently, TVPL TFELE gathered to draft the manual operation as part of the Environmental Law Enforcement Training held in Lipa City. The intensification of dismantling activity will be launched in March 2011. In the meantime, the task force members are planning on this activity before the actual implementation. The effectiveness of these task forces replicated in many provinces in the entire country.
However, the fisher folks along Ragay Gulf, Tayabas and Lamon Bay are worrying about the re-intrusion of big and sturdy illegal fishers since the new administration has not yet announced the reactivation or creation of law enforcement group.
They are expecting the provincial government of Quezon to create a group or either follow through the task forces created and looking forward to the announcement of Gov. David C. Suarez during his inauguration as Provincial Governor of Quezon that “We will enforce the law by the book”. The council leaders of Ragay Gulf, Tayabas and Lamon Bay discussed with Provincial Administrator Romulo Edano Jr. and assured the fisher folks that Executive Order No. 26 of 2010 will be implemented soon. Kung ang negros occidental nga, kay liit na isla may 13 cities, isang province lang yun. Eh ang region pa kaya natin na may 13 cities pa lang, kaya dapat madagdagan pa. go go go cabuyao.. ang batangas dapat nagdagdag na din ng siyudad.

Kailangan bang maging sikat para maging city? Hindi sikat ang mga city sa Negros Occidental? These cities are known in the Visayas, it is not known to you because you are based in Cabuyao.

Maybe you are right, kaya siguro di ako familiar sa mga lugar na yun, mga cities pala sila..But there are lots of cities na sikat naman talaga kahit kung saan-saang probinsya pa sila...

I have worked and lived in Laguna (Cabuyao and Calamba) and I am from Bacolod...no comment na lang ako sa lame argument mo...I have one suggestion though, umikot ka muna sa Pilipinas bago ka mag-akusa. Maganda ang Pilipinas at di lang ang Laguna. We can be proud of our city or province and be sensitive to others at the same time...my two cents!

Las Vegas firm to invest $2.5 B in Batangas

MANILA, Philippines - Las Vegas-based The Lovett Companies has announced plans to invest $2.5 billion to transform a huge track of land in Batangas into what it calls a “Green Factory City of the Future” development that is anchored on an international seaport.

Peter John T. Rosetase, vice-president for sales and marketing of The Lovett Companies, said in an e-mail following the successful consolidation of the huge track of land surrounding the Batangas international port.

Rosetase said the project proponent together with its international partners, Safe Harbour, Alpine Reserves, Tiger Glbal and Pantheon One, has completed the agreements with over 200 owners of 125 parcels of land, once known as the Phase 3 of the Batangas port for its project.

According to Rosetase, The Lovett Companies has signed the contract to purchase over 100 hectares of land surrounding the existing port and has agreed to enter into a 25-year ground lease for the complete phase 2 area (32 hectares) of the existing Batangas port. It will also work with existing port operator on the remaining unused areas of phase 1 (23 hectares) for an automated container storage area.

For a total project consisting of over 150 hectares, Rosetase said the group has arranged for over $2.5 billion investments for the proposed project.

“The Lovett Companies has worked to bring all owners together, under one mission ‘To Change the World’ and put Batangas on the world map as a city of the future,” Rosetase said.

The Lovett Companies has already undertaken a master plan for a campus of factories “City of Industry” built directly on a modern port. The development includes the construction of multiple factories together around a Central Core of high-rise offices, malls, hotels, universities, medical centers and housing.

The Central Core would enable companies to consolidate operations in one place and for its workers to live there and their children to study inside the self-contained campus.

An employe housing campus is also part of the plan to house over 20,000 employes. The future city is expected to create at least 40,000 jobs and generate revenues for the region.

Part of the plan is the creation of a modern green energy, zero emission Factory Campus with the construction of an ocean cargo terminal powered by sun and wind with back-up power to be provided by First Gas LPG.

The Factory Campus embraces designer Brent Lovett’s innovative vision of a more environmentally sound future for land and sea logistics operations.

It will be the first ever Factory Campus built on the shipping docks with full access to mass transit, shipping malls, restaurants, universities and medical facilities, Rosetase said. (BCM)
