I think there is some confusion. The figures may just be refering to the RSFSR (Russian Soviet Federated Socialist Republic), an entity which became modern Russia in 1991. The figures certainly cannot refer to the USSR as a whole, which had probably had a population of around 180-200 million by 1950.

China's population growth drops to under 1%

China's First Priority: Keep Population From Aging Too Fast

OMG! That sucks! China's population growth rate should be, at least, 1.25% annually if it is to keep population numbers steady.

China should boost population growth rates a bit if it is to become rich before it greys.

I really hope the Chinese government would lift the one-child policy among the Han majority, as well.

Think about what would happen to Earth's natural resources if China maintain the 1.3billion people.

So maybe the ideal population for China is somewhere around 500m-700m...

The Population of China’s Provinces Compared

China is the world’s most populous nation. That much anybody knows. But even if we know a bit more (that the number of Chinese is around 1.32 billion, which is just under 20% of all humans alive today), that figure is still too big to mean much beyond that China is ‘number one’. This map compares the population of China’s provinces (plus the ‘renegade province’ of Taiwan), autonomous regions and municipalities with those of whole countries, and thus helps shed some light on that issue.

Here, for easy reference, is a list in descending order of magnitude of those Chinese territories (their population in brackets) followed by the foreign country they compare to.

Guangdong (113 million) Germany plus Uganda
Henan (99 million) Mexico
Shandong (92 million) Philippines
Sichuan (87 million) Vietnam
Jiangsu (75 million) Egypt
Hebei (68 million) Iran
Hunan (67 million) France
Anhui (65 million) Thailand
Hubei (60 million) U.K.
Guangxi (49 million) Burma/Myanmar
Zhejiang (47 million) South Africa
Yunnan (44 million) Colombia
Jiangxi (43 million) Tanzania
Liaoning (42 million) Argentina
Guizhou (39 million) Sudan
Heilongjiang (38 million) Poland
Shaanxi (37 million) Kenya
Fujian (35 million) Algeria
Shanxi (33 million) Canada
Chongqing (31 million) Morocco
Jilin (27 million) Afghanistan
Gansu (26 million) Saudi Arabia
Inner Mongolia (24 million) North Korea
Taiwan (23 million) Yemen
Xinjiang (20 million) Madagascar
Shanghai (18 million) Cameroon
Beijing (16 million) Angola
Tianjin (12 million) Cuba
Hainan (8 million) Austria
Hong Kong (7 million) El Salvador
Ningxia (6 million) Sierra Leone
Qinghai (5 million) Slovakia
Tibet (3 million) Jamaica
Macau (0,5 million) Cape Verde

Only the same race can be compared.
great China have 10 Japan's population, 30 Japan's land area . and we have the same people as Japan.
So in theory we should have 10 Japan's economy and also much greater than United States.
Japan is only equivalent of two coastal provinces plus a land-locked province of Great China, Koreaa is equivalent of one coastal province add a landlocked province

Shanghai encourages aging population to have 2nd baby

Eligible couples in the city are for the first time being encouraged to have a second child, as authorities make an effort to tackle the burden of an aging population.

Family planning officials and volunteers will make home visits and slip leaflets under doorways to encourage couples to have a second child if both grew up as only children. Emotional and financial counseling will also be provided, officials said.

"We advocate eligible couples to have two kids because it can help reduce the proportion of the aging people and alleviate a workforce shortage in the future," said Xie Lingli, director of the Shanghai Population and Family Planning Commission.

Shanghai, the country's most populous city, has more than 3 million registered residents aged 60 and above, nearly 22 percent of the population. By 2020, the proportion is expected to rise to about 34 percent.

The country's family planning policy has been relaxed in recent years, allowing couples who are the only children in their families to have a second child.

"The rising number of aging people will put pressure on the younger generation and society. We need to find ways to solve the problem, but it doesn't mean the country's family planning policy will be reversed," Xie stressed.

One salesman was cheered by the new attitude in Shanghai.

"I'm not sure, but such policy really gives us one more option. If family finance permits, I want to have two kids with my wife in the future," said 25-year-old Xiao Wang, who works at a local company. He and his girlfriend are both single children in their families.

However, not all residents are so keen on the idea.

"I don't think we will have a second kid," said 26-year-old Xiao Chen, an office worker. "After all, it is stressful work raising a child."

Good news indeed. China has far too few young people and far too many young male children.

SHANGHAI: While China's family planning policy restricts most people from having a second child, more than half of those eligible to have another child don't want one. And the reason, according to a recent survey, is purely financial.

"It's not the family planning policy that makes me hesitate because my wife and I are both eligible (to have a second child). But what we are facing now is huge economic pressure," said 32-year-old Shanghai IT engineer George Zhang, whose wife is expecting their first baby.

"My entire income will go toward paying off our housing loan and the child's food and clothing," he said. "I can't afford a second baby, though I envy those families who have twins." The survey was conducted by the Shanghai-based Dongfang Daily following a reminder from the city government last month telling couples that if both spouses are sole children, they are eligible to have a second child.

Among the 829 surveyed, 23 percent were eligible to have another child. Of those, 59 percent said they don't want a second baby, 18.5 percent said they wanted one and 22 percent expressed hesitation.

Among those disqualified from having a second child, 51 percent said they wouldn't have another baby even if the policy allowed them to.

When asked about the reason, 86 percent said the primary concern was money.

More than three million people, or about 22 percent of Shanghai's population, are aged 60 or above.

IMHO maybe they should lift all restrictions. In high-developed countries demographic growth slows too much, so China's pop growth will slow in 10-20 years with or without birth control.
