Dubai, though it has a futuristic skyline and massive projects still lack the infrastructure of Hong Kong, Tokyo, Seoul or even to some extent, Shanghai. The city doesn't even have a Metro system and it's way of life is laid back compared to these four cities.

I vote for HK not because of it's futuristic skyline but it's infrastructure as well. I also like the city's urban development especially it's New Towns. HK's transportation system is also ultra modern with being the first city to develop the smart card system.

Tokyo on the other hand is also futuristic with it's tranportation and infrastructure.

Anyway, arriving at Chek Lap Kok and taking the Airport Express to Central already give you a futuristic feel of HK!

Tokyo, definitely.

Hong Kong is the only other city which comes close in my opinion.

Tokyo. I think in no other cities you can see elevated highways crossing buildings, ultra-modern high-speed trains crossing the city and such massive skyscrapers (ok, they are not tall compared with supertalls in Hong Kong, but they huge.)
