Not only is the main tower looking great , but that lower building looks massive and fairly tall as well. Now of course, it gets completely dwarfed by the main tower. But it would also have looked good on its own somewhere else if that would have been the case. It seems to be around 30floors or something?

maybe it's part of the main tower it looks a little like they connect when looking at the first and the fourth pictures posted on this page.

what does the plot for the east tower look like? is it going to be taller? do we have to wait for this to finish before the east tower starts up?
