The blue building next to it (whats its name?) also looks to be curving somewhat slightly in that photograph, so I'm pretty certain tis the effect of the photograph.

Harbor high-rise hits opposition

Another high-rise project on the Causeway Bay waterfront has run into strong opposition, with several district councillors raising concerns about the impact it would have on the environment and traffic.

At a meeting with Eastern District councillors Wednesday, representatives of Wharf Estate Development - which is jointly developing Victoria Point with the Hong Kong Art Centre and the Hong Kong Fringe Club - gave details of the proposed 33-story hotel and some performance facilities.

However, only 10 percent of the site - a former slipway of more than 3,200 square meters in the Causeway Bay typhoon shelter - will be assigned for cultural and arts purposes.

Several district councillors expressed strong objections, saying the site's development would create traffic jams at the exit of the Eastern Corridor.

In a statement, district councillor Choy So- yuk, who is also a lawmaker of the Democratic Alliance for the Betterment and Progress of Hong Kong, said the 20-day consultation period for the project was too short. "We do not need another high-riser on our waterfront to further stifle wind flow, which would add to our air-pollution problems," Choy said.

District councillor Jennifer Chow Kit-bing said the complex would just be another property project in disguise.

"This will also damage the harbor view and take recreational facilities away from residents," said Chow, whose motion at Wednesday's district council meeting to oppose the proposal was passed by 15 votes to three.

Council member Kong Chack-ho questioned whether the developers had done enough assessment on the project's environmental impact.

"The trees [at the slipway] are also a good habitat of egrets, which we simply should not damage," Kong said.

In response, Wan Man-yee, a consultant for Wharf Estate Development, said the developer was sincere in its consultation, and had already gone through an environment assessment.

"We will consider delaying the project to allow more open discussion," Wan said.

Fringe Club director Benny Chia Chun-heng said the project would allow a more balanced provision of performance venues.

"Over 90 percent of venues are provided by the government, and we need more places which are offered by the private sector," Chia said.

Independent legislator Kwok Ka-ki, who is Legco's medical representative and an activist for harbor protection, said it was sad the developer was covering up the project with elements of culture.

"This is just an act of the property developer crying wine and selling vinegar," said Kwok, adding he would instead support a low-density development there.

The proposal will be submitted to the Town Planning Board next month for consideration.

Meanwhile, Queen's Pier in Central, which had been in service for 54 years, closed at midnight with crowds flooding the waterfront to take photographs of the scene.

The future of the pier remains uncertain as it is awaiting the Legislative Council's decision on relocation methods.

That looks really good, I love the incorporating of green plants into buildings. The use of curves and glass looks really good too.

【明報專訊】九倉向城規會申請,將維港旁銅鑼灣敬記船廠舊址及威菲路街公園,興建一幢33層高酒店,以及一個給予藝術團體使用的多用途劇場。申請團體昨向東區區議會簡述項目,並不獲區議會普遍支持,並指3個星期的諮詢期太短。九倉顧問溫文儀表示,考慮向城規會申請押後審理項目,以延長諮詢期。

兩個聯合申請的藝術組織香港藝術中心及香港藝穗會,藝穗會總幹事茹國烈表示﹕「外間有人稱船廠項目屬『小西九』項目,我不同意,我好清楚西九是文化項目,而船廠這個則的確是一個地產項目,但這項目可容納一些非牟利團體參與,我們願意嘗試」。他稱﹕「3年前(若沒有西九),不會有發展商會同藝術團體合作」。

九倉駁斥「屏風效應」說

議會普遍擔心項目的33層酒店,會造成屏風效應,溫稱﹕「零零丁丁一間樓,說是屏風,並不成立,這只不過是港人的用字」。溫稱﹕「項目共有8.5萬方呎休憩用地,會留給公眾用,有幫襯無幫襯,都可以入內」。他表示,兩個藝術團體,於項目完成後,只會分得部分樓面各自營運,不會分得金錢。

他稱,現時無辦法估到補地價多少,但建築屬相當困難,每呎建築費3000元,項目單是建築費超過11億至12億元。

區議會籲地皮作休憩用地

地政總署官員表示,敬記船廠佔地2.7萬方呎,租約於2010年12月31日期滿,而申請項目地盤其餘約8000方呎位置,屬政府用地,包括威菲路道公園。

東區區議會昨通過兩項動議:1)反對敬記船廠重建33層高酒店,破壞海港環境,上述土地的規劃用途,若有任何改變,必須先知會區議會;2)強烈要求敬記船廠於2010年地契完結後,改變為休憩用地。

basically the district council is against it.

one they say it's gonna create another skyscraper wall, which is pretty bs coz it's just a single tower being proposed here.

second they're complaining that the land should be used for a park instead of hotel/cultural center, even though the proposal included 85,000 sq.ft of park/open space that's open to public.

in the end they pass 2 referendum: one is formally opposing the plan, two is to urge the gov't to zone the land for park use after the current lease expires in 2010.

p.s the news is talking about another new project at causeway bay.

The Kwun Tong Centre project is nice. There's also a similar development in Osaka but I forgot the name.
