Finally a world class oceanarium will rise to my beloved country, the Philippines. I still remember when I was in Singapore way back 1991, when I was in Sentosa underwater world, I am wondering and ask myself, when my country will have this kind tourist attraction, I told myself I think it is impossible, but with this reality, I ate my words. Congratulations, Philippines, I can see you soon.......

World Bank to back QC gov't plan for a central business district

The World Bank has expressed interest in supporting Quezon City's plan to convert a 250-hectare prime property into a major business district, officials yesterday said.

Quezon City government officials last week met with representatives of the Washington-based agency for possible participation in the project, city treasurer Victor B. Endriga said in an interview yesterday.

He said the World Bank had tapped the Philippine Institute for Development Studies (PIDS) to conduct a study on the feasibility of the project. BusinessWorld called the office of the World Bank's public relations office thrice yesterday, but was not able to contact the person in charge. BusinessWorld also called Dr. Marife Magno-Ballesteros, a PIDS official in charge of the project, but she was also unavailable for comment.

World Bank in particular is interested in financing the relocation of squatters that will be affected by the project.

There is an estimated 2,000 families that will be affected by the conversion of some lands into investment zones.

"What they're interested in is in the relocation of squatters and on how to ensure an effective road network," Mr. Endriga said.

World Bank is interested in the project because of its impact on illegal settlers, he said.

City Mayor Feliciano Belmonte, Jr. welcomed World Bank's proposal.

In the induction of the Quezon City Chamber of Commerce and Industry Wednesday night, Mr. Belmonte told other local government officials and businessmen of the planned business district.

He said the local government wants to speed up the project to find new sources of revenue for the city.

He said Quezon City is already in discussions with some of the country's taipans for participation in the project.

The Henry Sy group, for instance, has already expressed interest in occupying a portion of the proposed central business district as it wants to build a high-rise residential condominium in the area.

The Lucio Tan group is also planning to build a hotel on the corner lot of Quezon Avenue and Edsa.

The 250-hectare lot for the business district stretches from the North Triangle area along North Edsa towards the East Avenue area. It covers lots mostly owned by the National Food Authority, some of which are occupied by illegal settlers. Some of the areas are privately owned.

These areas are identified in the Quezon City Comprehensive Land Use Plan of 2000 as "areas of growth and influence."

The local government plans to enter into long-term contracts of 30 to 35 years with private developers.

It plans to lure more investments into the city with the construction of the business park.

PAGCOR is still discussing with investors on which design to choose for the WHOLE Pagcor E-City.
