The bank traces its history to 1947 when it was established as the Rehabilitation Finance Corporation tasked to provide credit for the development of agriculture, commerce and industry, and for the reconstruction of properties damaged by the war. In 1958, RFC was renamed DBP and reorganized to take on activities and operations designed to accelerate national development efforts.

From 2001 to 2009, DBP has paid P18 billion in taxes. DBP is involved in the national government’s anti-poverty program by bringing down the cost of goods by financing the country’s modern storage, handling, and transport system. Through Sustainable Logistics Development Program, DBP has enabled the government to build the Road Roro Terminal System (RRTS), Cold Chain, and Grains Highway.

It has funded key environmental projects, the most notable of which is the P3 billion San Carlos Bioenergy Ethanol Power Plant in Negros Occidental. This plant is expected to produced 10 percent of the country’s fuel requirement. The bank is also supporting mini hydropower plant and hog farm methane projects, which will cause the reduction of 150,000 tons of greenhouse gas emissions on the aggregate.

It is making a P1.13 billion loan available to build 16,393 low-cost housing units in Subic, Zambales, for shipyard workers and their families. It is also in the process of extending a P3.3 billion loan for the construction of 54 hospitals and clinics throughout the country.

so, Alphaland has two projects in Makati.

RESIDENTS of posh Greenhills East in Mandaluyong have lost their appeal with the Supreme Court to stop a developer from building the country’s tallest structure, a 77-story condominium on EDSA and Ortigas Avenue.

In rejecting the petition of the Greenhills East Association Inc. for lack of merit, the Supreme Court’s Second Division said because the issues raised were factual, it would defer to the expertise of the Housing and Land Use Regulatory Board.

The latest ruling affirms the Dec. 21, 2004 decision of the Court of Appeals in favor of the developer, E. Ganzon Inc., over the 4,109-square-meter lot in Wack-Wack village owned by San Buena Realty and Development Corp.

The developer wants to build Skycity Condominium, a 77-story mixed-use building with an eight-level basement on the property, which is near the Greenhills East Subdivision and bounded by EDSA to the east, Florida Street to the north, Block 4 of the subdivision and a narrow creek in the west, and Ortigas Avenue in the south, near the Securities and Exchange Commission and La Salle Greenhills.

E. Ganzon fenced off the site in 1997, demolished the structures on it and began excavation work, but the Greenhills East Association opposed the project the following year before the Housing and Land Use Regulatory Board.

In November 1999, a board arbiter dismissed the residents’ opposition. When they also lost an appeal to the Office of the President, the residents took their case to the Court of Appeals, which ruled against them in 2004.
In their ruling, the Supreme Court justices said they had no expertise in judging the facts of the case.

“No matter how hard it tries to learn the technical intricacies of certain highly regulated human activities, the Supreme Court will always be inadequately equipped to identify the facts that matter when resolving issues involving such activities,” Associate Justice Roberto Abad said in his decision.

“Invariably, the Court must respect the factual findings of administrative agencies which have expertise on matters that fall within their jurisdiction. Here, since the [board] has the expertise in applying zonal classifications on specific properties and since petitioner GEA fails to make out a clear case that it has erred, the court must rely on [the board’s] finding.”
The Court said it would “not dwell on the other matters raised concerning environmental requirements respecting light, ventilation, drainage, sewerage, waste disposal, and pollution relating to the project,” adding that “these matters very well fall under the competence of other government agencies.”
The housing and land use board would certainly not approve a building that did not meet all the legal requirements, the Court said.

THE Manila Bay area in Pasay City and Parañaque City is expected to experience a boom in vertical-housing developments from 2010 to 2012, with the inventory value of total units to be constructed seen exceeding over P13 billion.

Celedonio Pile Jr., president and chief executive officer of property management firm Excore Inc., said this is triggered by the developers' and investors' anticipation of the rise in tourism and economic activities in the area due to the multi-billion-dollar Las Vegas-style project of the Philippine Amusement and Gaming Corp. (Pagcor) there called the Bagong Nayong Pilipino-Manila Entertainment City.

Already, Pile said eight developers have started their separate residential developments in the bay area with about P6.6 billion in combined inventory value.

Another eight firms, he said, have also put in the pipeline their separate vertical-housing projects with the same inventory magnitude.

"2010 will be the start of the positioning of the developers. They will either get their joint-venture partners or acquire pieces of properties that they will develop. Construction will happen up to 2012," Pile told the BUSINESS MIRROR.

He said the development of the bay area as a premier residential haven is already over delayed considering it is a prime location.

"Shoreline development is prime because it is one of the rarest properties. However, there were only sporadic developments until SM proved that a project in the area that is large enough and bold enough will succeed," Pile said.

Now, he said, the area has started to gain more attention, especially with the upcoming Las Vegas-style project of Pagcor, which is seen to boost tourism and business activities in the area.

He said at least half of the buyers of the soon-to-rise residential projects in the bay area will be investors who will be renting out the units.

The bay area covers about 660 hectares in lot area. SM owns about 42 hectares, while Pagcor is developing 120 hectares, Pile said.

The Cultural Center of the Philippines is set to be remodeled for 2 mixed-use development.

Pile said more than half of the bay area is still up for grabs.
