(Crain’s) — Chicago developer Ivan Dvorak has a lot more than his equity at risk as he tries to land a $400-million loan for his stalled 90-story Waterview Tower and Shangri-La Hotel on Wacker Drive. The architecture and engineering firm he heads is owed nearly $16 million, too.

The company, Teng & Associates Inc., recently filed a mechanic’s lien claiming it’s owed $15.6 million for work on the project at 111 W. Wacker Drive, currently just a 26-story concrete shell.

Whether Chicago-based Teng receives the money depends now on the Export-Import Bank of China, which has yet to provide a $400-million construction loan to restart the condominium-and-hotel tower five months after committing to the development. The bank won’t fund the loan until the project obtains trade credit insurance, a tough task given the deepening crisis in U.S. financial markets.

Some people need to learn who you can get backing from. And I keep hearing about a market crisis. But from what I can tell only thing different about the market is gas prices. This building might have it top cut short like some of the buildings in NYC during the great depression of the 1920's and 1930's.

What? Are you out to lunch? The market crisis has to do with investment banks and other commercial banks declaring bankruptcy and shutting down operations due to extremely risky investments losing money. Home values have also plummeted, prompting foreclosures across the country.

The Great Depression began on October 29th, 1929, so no 1920s NY skyscrapers were affected. The Empire State and Chrysler Buildings were either U/C or in the site prep stages at the time of the market collapse. High-rise building was at a standstill for nearly a decade.

Wrong. The Rockefeller Center started construction shortly after the Big Depression started (construction started in1932). And this is only the most famous building that went up during the decade of the depression.

How can you chop off some floors from the building if people have already put money down for units on those floors?

Wow that is impressive. What a striking new tower to the skyline. The glass looks silver in that last picture. That is very cool looking.

No, he's wasting my oxygen. Gasp.

When's the last time a building stalled like this in Chicago? I don't remember.
