Kandy City Centre


Kandy City Centre (KCC), an ultra-modern Commercial and Shopping Complex constructed at a cost of US $ 56 million at Dalada Vidiya, Kandy would be the most modern commercial complex in Sri Lanka and it would become operative by end May 2006.

To make the details of KCC public a group of journalists were flown by an Sri Lankan Air Force Helicopter from Colombo to Kandy and Thusitha Wijesena, Chairman, Property Finance and Investment Holdings (Pvt) Ltd the investor for KCC said that the complex is designed with ultra modern features yet preserving the iconic Kandyan architecture.

He said that it was a BOI project and already he has entered into agreement with 380 reputed carefully selected Sri Lankan Companies and another 18 foreign companies have pledged to set up their businesses in this shopping mall.

He said that he felt a sense of national duty by involving in this work, for which he has been struggling since 1994 and anyone else would have abandoned the project, if he had encountered the difficulties he has so faced in finalizing the project.

He said that the Centre is designed with ultra modern features preserving the iconic Kandyan architecture, calling it an entrepreneurial marvel. The total floor area of the complex is 44,000 square meters. Six of the 10 levels will have direct road access. There would be 2000 telephone lines fixed, 14 escalators, 4 lifts, 3 MW continuous backup power supply and provided with impenetrable security system.


He said that the complex has a great demand and there would be several leading banks, a fully equipped supermarket, a variety of restaurants, an entertainment zone, and food court and since everything would be available under one roof ‘the complex is destined to become the commercial hub of Central Province’. The complex is mainly positioned to attract the large number of tourists visiting Kandy. One level would be apportioned for handicrafts, gems and jewellery and tea.

He said that Sri Lanka’s largest multi-story car park that accommodates 1,200 vehicles is constructed that connects the Shopping complex via an overhead bridge. When the complex comes into full operation it would provide 3,800 direct and 10,000 indirect employments. There would also be an exclusive taxi service of 65 cars, 26 passenger buses and 12 double-deckers.

The Kandy Municipal Council has constructed a car park adjacent to this shopping complex funded by the Asian Development Bank at a cost of Rs 750 million, which could accommodate 890 vehicles. Due to a clause in the agreement with the ADB the KMC was compelled to hand over the management of the car park to private sector and Wijesena won the contract. Due to this stand-off, the investor is deprived of his returns where he has to pay around Rs 2.5 million to KMC and in turn KMC is unable to pay the loan installments to ADB.

The shopkeepers and the regular vehicle parkers on various points of the city that obstruct the city traffic, the charges of the car park has been reduced to less than City parking. But now the shop keepers and other regular parkers have refused to park their vehicles in the apportioned car park and also refuse to pay the street parking charges creating an impasse and now only 25 percent of the park is filled.

Considering what transpired about the parking issue, it appeared that there has not been adequate discussions among the stakeholders and has failed to convince them to take their vehicles to the park rather than park them on the road.
