If the building is 196.9 meters tall then what harm is it to add 3.1 meters and make the building 200 meters and set it at that. I mean its so close to 200m and I don't think 3.1 meters can anyway make a difference in height restrictions. It just doesn't make sense. I want a better explanation.

I'm just saying that buildings which are 200+ meters tall are in a class of their own and buildings which are by any means lower then 200 meters range in a much lower class. So why not add the 3.1 meters and make the building join the 200+ meter class.

They should try testing the view cone by adding 3.1 meters when the building reaches 196.9 meters and see if they can add another level. It would be a bummer if they never even tried.
