Work on Karachi circular railway to begin next year

Monday, 28 Dec, 2009

KARACHI: Work on the revival of the Karachi Circular Railway is expected to start in 2010 and the service is likely to be available for public within the next three years.

On completion of the project, an international operator of repute will be appointed for operation and maintenance of the KCR on the pattern of successful role model of Singapore Mass Rail Transit, according to the KCR project director.

He said that the revised cost of the project according to the final study report – special assistance for project formation, which was sponsored by the Japan International Cooperation Agency and received in April 2009 was $1558.8 million. The previous estimate was around $872.316 million.

The project director said that the increase in cost was because of the modifications brought in the project study to offer better transport facilities to people.

The KCR route length, according to the study, will be 43.12 kilometres which would include an elevated track of 22.49km, a track of four kilometres in tunnel and 16.63km track on ground.

It will have 27 stations – 14 on ground, 11 elevated and two in tunnels – in the city. The revival plan of KCR was approved by ECNEC last week.

Under the project, he said, 290 trains would be run daily at an interval of six minutes, with a capacity of carrying between 942 and 1,391 passengers per train. This way 0.69 million passengers would commute by the trains on a daily basis, he added.

The stations will be provided with computerised ticketing, automated ticket gates, vending machines and elevators.

The entire KCR will be provided with electric traction infrastructure and modernized signalling and telecommunication system.

The project director said that numerous studies were arranged and conducted in order to plan an effective public transportation system in the city, but no project could be implemented for a variety of reasons, including insufficient funds.

According to him, the government has decided to revive the KCR in two phases as modern commuter system for citizens.

It was decided that the Karachi Urban Transport Corporation (KUTC) would be formed with the Ministry of Railways, Government of Sindh and City District Government Karachi as shareholders on the basis of their equity.

In October 2005, the Japan External Trade Organisation working under the aegis of the government of Japan carried out a feasibility study of the KCR in close coordination with the Pakistan Railways, government of Sindh, CDGK and other agencies/institutions.

The final report (March 2006) recommended the revival of KCR as a viable project for mitigating the commuter problems of citizens.

He said that the KUTC was incorporated on May 8, 2008, in the Securities Exchange Commission of Pakistan (SECP) as a public limited (not listed) with nine directors on board four from Pakistan Railways, two from the government of Sindh, two from the city district government of Karachi and one director from the private sector. Its authorized capital was Rs10 billion.

He said that the KUTC would be the vehicle for the implementation of KCR project and would oversee the management of KCR.

The circular railway was constructed and opened for traffic in two phases in 1964 and 1970. It originated from Drigh Road Station on the main line and after crossing Sharea Faisal passed through populated areas of Gulshan-i-Iqbal, Gulistan-i-Jauhar, Liaquatabad, Nazimabad, SITE, Baldia, Lyari, Kharadar and finally arrived at the Karachi City Station.

However, due to lack of investment in the infrastructure, its operational efficiency was marginalized. The number of trains reduced, causing an increase in running time and a reduction in number of passengers. Eventually, the KCR was closed for passenger traffic in December 1999. —APP

SHC extends stay against Gizri flyover

A division bench of the Sindh High Court (SHC), comprising Chief Justice Sarmad Jalal Osmany and Justice Tufail H Ebrahim on Friday further extended the stay, granted earlier till January 13, 2010, against the opening of the Gizri flyover.

Residents of Khayaban-e-Hafiz, Defence Housing Authority (DHA), challenged the alleged violation of environmental laws committed in construction of Gizri flyover in Phase-V - starting from Submarine Chowrangi to Khayaban-e-Tanzeem - in violation of orders passed by the Supreme Court of Pakistan (SCP), SHC and Sindh Environmental Protection Agency (SEPA).

On Friday, Advocate Khalid Javed for DHA submitted that the remaining work on the flyover was being carried out and the flyover will be ready for inauguration by January 6, 2010.

The petitioners counsel Kamal Azfar stated that he was on a general adjournment and has to travel abroad.

The SHC division bench adjourned the hearing till January 13, 2010 and ordered the flyover must not be opened till the next date of hearing.

President visits Mohatta Palace: Foundation stone of cultural complex laid

President Asif Ali Zardari on Monday laid the foundation stone of Mohatta Palace Museum Cultural Complex, a project comprising five more museums that would transform the existing Mohatta Palace Museum into a full-fledged cultural complex by 2012.
The complex would house five major museums aligned across a central garden quadrangle. It would comprise archives, libraries, cultural centres and performing arts venues for people of Sindh’s capital city. Some of the adjacent buildings and plots would also be acquired for this purpose.
Speaking at the foundation stone laying ceremony held at the museum, the president said Shaheed Benazir Bhutto had dreamed of this project and he was pursuing it. He said it was the collective responsibility of everyone to promote and preserve the culture and history of Pakistan.
He vowed he would set up similar cultural complexes in other provincial capitals as well, and assured the government would provide funds for acquiring adjacent premises.
The five museums at the complex would encompass a federal museum for fine arts, a museum of contemporary art, a city museum for Karachi and its hinterland (including former Khanate of Kalat, British, Balochistan, and Kalhora and Talpur confederacies in Sindh), an archaeological museum and a museum of living heritage.
Federal museum for fine arts: It would house art and objects of excellence that are relevant to the heritage of Pakistan’s federating units including Gilgit-Baltistan and Kashmir. In this regard, the president has already issued directives to Pakistan high commissioner to United Kingdom for transferring to the museum a collection of antiquities that had been illegally smuggled to the UK.
Museum of contemporary art: It would house major installations and works of art by young Pakistani artists including those who had recently exhibited their works at the Asia House in New York, USA.
City museum: It would house objects; rare documents; maps; anthropological, geological and zoological materials; and artefacts pertaining to prehistoric settlements in the Indus Delta, which led to the growth of Sindh’s capital.
Archaeological museum: It would house diverse archaeological collections and rare books’ library, reflecting the archaeological heritage of the country in general and the provinces of Sindh and Balochistan in particular. It would house objects from the early Piedmont culture of Balochistan (particularly Mehargarh, circa 8500-1700 BC), greyware from Quetta, remains of Amriry culture from Dadu and Lasbela districts, pre-Indus Valley or Kotdeji cultural artefacts from Indus and Hakra river basins, and other archaeological objects from various sites of the Indus Valley Civilisation. These remains would be transposed into interactive learning programmes for students of all ages.
Museum of living heritage: It would house multimedia technology and display crafts embodying excellence from artisans of the country to ensure a measured continuity to Pakistan’s variegated craft traditions.
The complex would be completed within two-and-a-half years. The president directed Sindh Chief Secretary Fazlur Rehman to mobilise full support for the trustees in acquiring adjacent and neighbouring demarcated residential properties for the project.
“This would prevent the rich heritage environment of Old Clifton (formerly Clifton Island) from degenerating into a commercial enclave,” the president told the trustees.
The ceremony was also attended by Mohatta Palace Museum Managing Trustee Hameed Haroon, Sindh Governor Dr Ishratul Ebad Khan, Sindh Chief Minister Qaim Ali Shah, Sindh Assembly Speaker Nisar Ahmed Khuhro, Sindh Minister for Local Governments Agha Siraj Durrani, Federal Finance Minister Shaukat Tareen, former defence minister Aftab Shaaban Mirani, former Sindh governor Moinuddin Haider, and people belonging to art, culture and other sections of the society including TV artist Anwar Maqsood.
