Prasarana may provide consultancy services to Jakarta MRT

Azmi: ‘Our forte is not in construction but in planning, operation and managing urban public transport systems.’

PRASARANA Malaysia Bhd is in talks with Jakarta Mass Rapid Transit (MRT) to provide consultancy services in planning and managing the Indonesian capital’s urban rail system.

Jakarta’s first MRT line is now under construction, with phase one of the project from Lebak Bulus to Hotel Indonesia Roundabout to be operational by the first quarter of 2018.

By then, Prasarana president and group chief executive officer Datuk Azmi Abdul Aziz says it will revisit the idea of participating in the operations of the rail system similarly as in Doha and Jeddah.

“We are talking to our counterpart, the Jakarta MRT, in mapping out the city’s public transportation blueprint akin to our Urban Public Transport Masterplan and also on how to meet the objectives of the upcoming rail system.

“Then, following the completion of the city’s MRT, we will look at how we could perhaps collaborate as a operator,” he says, adding that Prasarana is also eyeing to offer its expertise to other countries in the region namely Vietnam and Cambodia.

Likewise in its earlier deals in Jeddah and Doha, Prasarana has provided inputs at the planning stage and before entering operational pre-qualification process, where results are expected be made public next year.

The Jeddah Metro aims to increase the public transport commuter share in Jeddah while the Doha Metro in Qatar’s capital city is an integral component of the country’s rail transit network and part of its preparations to host the 2022 FIFA World Cup.

In May, Prasarana was awarded a three-year contract worth 807 million riyals (RM767mil) by Saudi Arabia to operate and maintain the existing Al Mashaaer Al Mugaddasah-Makkah Metro route during the haj season.

Azmi says other global rail operators such as the Hong-Kong based MRT is also managing the rail operation in one of the Scandinavian countries.

In Malaysia, Azmi admits Prasarana’s existing urban rail system namely the Kelana Jaya and Ampang light rail transit (LRT) lines are profitable enough to sustain its own operation and cushion up to certain extent its loss-making stage bus operation.

Local jobs

Azmi is pushing for completion of the ongoing RM7bil extensions of the two LRT lines by June next year to give Prasarana enough room to prepare itself to shift its focus before the actual ground works of the new LRT 3 spanning from Bandar Utama to Klang starts.

“We need to vigilant in meeting the timeline as we need to smoothly shift our focus from one project to another as far as overseeing construction works is concerned.

“We expect the pre-qualification of LRT 3 in December and call for tender will begin early next year,” he says.

George Kent Bhd together with Malaysian Resources Corp Bhd (MRCB) have been named as the project delivery partners of LRT 3 last month.

They will collectively earn a fee of 6% out the contract cost based on certain key performance indicators that have been set out. But, both companies inclusive of any of their subsidiaries are not allowed to bid for any LRT 3 related works.

Other than that, Prasarana will also be the operator of the first phase of MRT line 1 from Sungai Buloh to Semantan slated to be completed in July, 2017.

In other states, contrary to popular belief, Prasarana did not bid for any jobs in the Penang Transport Master Plan (PTMP).

But, Azmi says Rapid Penang, which is currently the main stage bus operator there, will provide inputs to the state transport master plan.

“Our forte is not in construction but in planning, operation and managing urban public transport systems. Of course, we will provide feeder bus services to the rail system when it’s completed,” he says.

Besides an LRT system, the RM27bil PTMP projects also consist of 6.5km undersea tunnel, three highways and Penang Sky Cab.

So far, an consortium, a joint venture comprising Gamuda, Ideal Property Development Sdn Bhd and Loh Phoy Yen Holdings Sdn Bhd, was appointed the project delivery partner for the PTMP project.

Property play

In order to diversify its income streams, Prasarana has embarked on property play some years ago and has rebranded this effort as transport-oriented development (TOD).

“If you look at KL Sentral, it explains what TOD is all about.

“It is where people would not need to use any private vehicles to work, shop or dine as they all are within walking distance or reachable via urban rail system,” he says.

Basically, we will work with developers to build up areas adjacent to chosen stations which have the potential to grow into “mini cities” and generate substantial economic activities.

Under its current LRT extensions TOD works are ongoing at Awan Besar, Ara Damansara and Glenmarie.

For the 36km LRT 3, there could be about 10 to 12 TODs earmarked along this 25 stations line according to previous news reports.

One of the obvious potential TOD is said to be in I-City where one of the stations is located.

Other potential locations include Tesco Bukit Tinggi and AEON Bukit Tinggi in Bandar Bukit Tinggi, Klang, which will also have stations.

This is not under the scope of the PDP, as far as LRT 3 is concerned, Azmi says.

Earlier, Prasarana has signed four agreements with various developers. Prasarana is jointly developing the RM1.04bil Dang Wangi tower with Crest Builder Bhd and Detik Utuh Sdn Bhd. It has another development in Ara Damansara, where it has awarded the contract to Trans Resources Corp Sdn Bhd (TRC) to develop the Ara Damansara LRT station into a mixed commercial project with a gross development value (GDV) of RM687.6mil.

Prasarana has also inked a joint venture with Naza TTDI Sdn Bhd to build a 26-storey condominium tower in Taman Tun Dr Ismail with a GDV of RM153mil.

Its also has development in Brickfields, with a GDV of RM1.3bil, awarded to Bina Puri Holdings Bhd.

“There is a delay due to some land issues, but the groundworks have started this year for all these projects,” he says.

I had this thought: Should the Jakarta MRT and LRT merge into one "Jakarta Metro" system in the future, or should they remain as two separate systems? Some factors are: The different lengths of the stations of the MRT and LRT; the density of the areas served by the LRT and MRT lines; and soil/ground issues that would affect the construction of any future MRT lines, whereas all future LRT lines are aboveground.

Develop busway before LRT: ITDP

Jakarta - The Institute for Transportation and Development Policy (ITDP) has argued that improving and expanding the Bus Rapid Transit (BRT) system should be a higher priority than building the Light Rail Transit (LRT) system planned by the Jakarta administration.

ITDP country director Yoga Adiwinarto said recently that the capital city already had a quite good BRT system in the network managed by city-owned PT Transportasi Jakarta (Transjakarta).

“It does not need much funding to maximize and improve the system, so it can be more reliable and transport more passengers,” he said. Yoga said that according to ITDP records Transjakarta had spent only Rp 8 trillion (US$587 million) on construction and operation of its fleet in the last 11 years.

“[However] in 11 years, the fleet has managed to transport around 700 million passengers,” he added. He added that it was far cheaper than the LRT system in which the construction of one corridor costs Rp 17 trillion. “With the same money, we could operate Transjakarta for the next 20 years,” he said. Yoga said the passenger capacity of LRT was also small with the ability to transport only 15,000 passengers per hour per direction, while the BRT could reach up to 45,000 passengers per hour per direction.

“Transjakarta Corridor 1 serving Blok M to Kota Tua in West Jakarta could be improved until passenger numbers reach up to 20,000 passengers per direction,” he said.

Transjakarta currently only transport around 350,000 passengers over 12 routes per day. According to Jakarta Transportation Council (DTKJ) records there were 34.1 million Transjakarta passengers between January and April this year, down 8.5 percent from the 37.3 million in the same period last year.

Yoga said the city administration usually blamed bus lanes clogged with private vehicles as the reason it could not develop the BRT. “The BRT can also be elevated. That is what they’re doing with the new Corridor 13 connecting Blok M to Ciledug in South Jakarta,” he said. Yoga emphasized that although Transjakarta needed extra money for drivers, the operational costs would be still cheaper than the LRT.

“One set of rolling stocks with a capacity of 320 passengers has the same [capacity] as two articulated buses,” he said. Whereas the prices, he said, a set of rolling stocks was $4 million while an articulated bus $1.2 million. Regarding the durability, he added that if the city administration purchased four regular buses at $2.4 million, it was still cheaper than one set of rolling stocks of LRT.

Yoga also expressed doubts about the affordability of LRT fares. “An unsubsidized Transjakarta fare is Rp 10,000 and it’s fixed price regardless of the distance, while the LRT will be around Rp 15,000 one way only,” he said.

According to ITDP’s calculations, it would cost only Rp 5 trillion to refurbish and improve the Transjakarta system. “We can improve the system until the passenger numbers of the 12 corridors reaches up to three times the current number,” he said, adding that the city could make bigger shelters and add routes.

Deputy Governor for industry, trade and transportation Sutanto Soehodho said that the city administration preferred the LRT for a number of reasons. According to data presented by Sutanto, the BRT can only accommodate 7,000 passengers per hour per direction, while the LRT could accommodate 12,000 to 20,000 passengers per hour per direction.

“BRT may reach larger [global average] passenger numbers, but Jakarta can never reach that point as the lanes are not clear,” he said. He added that even if the lanes were clear, the headway of the buses could not be every two minutes. “Jakarta is full of level crossings, could you imagine if buses passed every two minutes?” he said.

Sutanto also said that BRT did not have the space for developments like shelter extensions or adding more routes. “If we want to build elevated lanes, why don’t we use them for the LRT that accommodates more passengers?” he said. Sutanto said he was questioning why the ITDP was focused on the BRT system while there were other public transportation modes. “They have been monitoring our Transjakarta buses for 10 years and they are not getting better. The number of passengers is even declining,” he said.

Until now drilling conducted by TBM Antareja 1 has reached 318 meters and Antareja 2 reaches 105 meters towards Senayan station located in front of Ratu Plaza, Central Jakarta.
