Are those gardens easily accessible for the 'normal people' or tourists?

Actually, are there any more viewpoints in inner London apart from the Shard, the London Eye and St. Paul's?

There's restaurants and bars open to the public at the top of:

Heron Tower

Tower 42

Centre Point - Though perhaps for not much longer

Pan Peninsula at Canary Wharf

There's also Monument in the City of London, which costs £3 to walk the top.

Say what you will about 20 Fenchurch, but that sky garden has the best view of London in the world.

I'm guessing that it is as yet unfinished and that those tables and chairs have only been put there to give an idea of what it will look like?

I'm sure that the finished article won't be quite so spartan.

Not yet, due to open in January.

To add to Core Rising's list, I think you can go up Westminster Cathedral?

Cable car has one of the best views around imo, if that counts. Nobody said it had to be an artificial viewpoint, so we could chuck in Primrose Hill too.
