Ah not to be Buzz Killington but we don't think that's part of the tower. Some sort of pavement-tunnel-walkway thing to shield pedestrians from potential falling bolts, seems to be the opinion.

There is an exciting new (?) render though

That render is truly beautiful! Lime Street is turning out to be a great project for the city. Certainly a lot better than Bishopsgate tower proposals!
