A huge, black sheet has been put up over the entire face of that really ugly multi-storey car park next to Television Centre. Looks so much better! It's advertising the development of Television Centre as a whole but does anyone know whether the car park is due for demolition and redevelopment? I very much hope so. It's an eyesore.

The car park as far as i know is due to be demolished.

I don't suppose you have any pictorial evidence ?

So far as I understand the process...the State Dept. has a special arm (Bureau of Overseas Buildings Operations) which is responsible with managing development projects for and property of the State Dept.

When it comes to actually hiring contractors, there's a process in which firms get pre-qualification to complete the work. To get certification, they need to be a "US Person," but that inhabits a grey area in which simply having a US subsidiary or establishing a joint-venture can satisfy the requirements. As far as I know the workers do not need to be American...just the actual firm, or else it needs to either be organized/incorporated in the US (e.g. bid for the project vis-a-vis their US subsidiary) or establish a joint-venture with an American firm.
